INSTRUMENT SPECIFICATION SHEET
GC-FID and GC-MS Instrument Specifications:
INTRODUCTION:
The Drug Enforcement Administration (DEA) has multiple forensic laboratories in the United States that require a wide variety of benchtop Gas Chromatograph (GC) and Gas Chromatograph-Mass Spectrometer (GC-MS) systems and configurations to support its mission. The DEA is an accredited laboratory system that must be able to acquire equipment and after sales services that meet its accreditation requirements. The DEA must have the ability to acquire systems that are compatible with existing methodologies and established procedures. Current DEA configurations include but are not limited to standalone GC systems with integrated detectors (e.g. FID, ECD, NPD, etc.) as well as GC systems with single or triple quad mass spectrometers. With reduced laboratory space and the need to reduce analysis time, the DEA must be able to acquire GC systems with small footprints, fast GC heating and cooling, and to configure unique systems from a specific variety of inlets (e.g. split/split less, PTV, etc.) and sample introductory techniques including static headspace. What follows is a complete list of DEA specifications. All vendors must provide documentation that supports their ability to meet these specifications.
GAS CHROMATOGRAPHY SPECIFICATIONS:
Inlet and Injection Port Requirements and Specifications:
1) GC systems must support the following inlet and injection ports: spilt/split less (SSL), multimode inlet (MMI), program temperature vaporization (PTV), and static headspace autosampler. The vendor must be able to provide dual injection and detection capabilities with both flame ionization detection and mass spectrometry detection on a single instrument.
2) The vendor must be able to provide a triple mode GC injection port option. This injection port will allow for split, split less or program temperature vaporization of liquid samples injected into a single injection port. All three modes must be fully controlled by vendor provided software.
3) The vendor must be able to provide a PTV GC injection port option where the injection port is NOT part of a multi-purpose design (e.g.: split/split less/PTV). The design will be optimized for PTV analysis of trace components with inert pathways.
4) The vendor must be able to provide a static headspace autosampler. The autosampler must be a freestanding unit, not part of a multi-use autosampler assembly. The headspace autosampler must have interchangeable sample loops, a minimum of 100 sample capacity, independently temperature controlled platen and transfer lines, a vial mixer with multiple settings, 10, 20 and 22 ml sample vial capacity, and deactivated inner sample pathways. The headspace unit must be fully controlled by vendor provided software, have full electronic pneumatic controls and software controllable flows, timing and temperatures.
5) The sample injection must have a short cycle time for high-throughput applications and must have a next sample overlap capability.
6) The system autoinjector must be capable of injecting at a speed <100 milliseconds.
7) The autoinjector must have the capability to rinse the syringe both pre- and post- injection with two (2) separate solvents, A and B, of 0-15 times for each solvent. The autoinjector must allow for 0-15 pre-injection sample pumps.
8) The autoinjector must be auto-aligning and must be able to be installed or moved without tools.
9) The autoinjector must have sensors in the vial-gripper mechanism that detects/that the vial has been grasped. The autoinjector must also have sensors in the injector turret that detects that the sample vial has been transferred to the injector.
10) The system must have a self-aligning injector and sample tray. The sample tray must have a ≥150 vial sample capacity.
11) The system must use turn top inlet sealing for fast liner changes.

The system must contain two (2) ultra-inert low thermal mass-compatible (5%-phenyl)-methylpolysiloxane capillary MS columns.
4) The vendor must be able to provide systems that allow ramp rates up to 250 °C/minute and run times up to 999.99 minutes. The oven must be capable of cooling from 450 °C to 50 °C in less than 3 minutes (at 22 °C ambient). '
5) The GC oven must have the following capabilities:
a) Ability to operate at temperatures up to 450°C
b) Ability to achieve a temperature setpoint resolution of 0.1 °c j
c) Ability to accommodate up to two 30 m or one 60 m capillary column with 0.100 mm to
0.320 mm internal diameter.
d) Ability to support at least 20 oven ramps and an equal number of plateaus.
e) Ability to perform negative ramping.
6) The system must incorporate column protection so that trimming the column is unnecessary.
7) The system flow path must have ferrule-free fittings.
8) The system flow path components must be capable of self-configuring and usage-monitoring.
9) The system must compensate for barometric pressure and ambient temperature changes.
10) The system must have an inert flow path.
Energy and Gas Conservation Specifications:
1) The DEA must be able to acquire systems that have carrier and makeup gas settings selectable for air, helium, hydrogen, nitrogen, and argon/methane. The hardware and software of GC/MS systems must be configurable to optimize operation using either helium or hydrogen carrier gas.
2) The system must contain an automated helium conservation module, both hardware and software, to allow for replacement of helium gas with nitrogen when instrument is in standby. This nitrogen replacement must be automated after sample analysis (software controllable) and the return from standby nitrogen mode to operational mode must take less than 30 minutes.
3) The system must contain a gas saver function that includes a sleep mode that incorporates power and gas reductions and a wake mode that provides users full readiness at start up.
4) The system must be capable of automatic leak checking.
5) The vendor must be able to provide systems that incorporate efficient heating mechanisms that will reduce DEA's energy usage.
Pressure and Flow Module Specifications:
1) The system must have the following column flow modes (software controllable): constant pressure, ramped pressure (three ramps), constant flow, or ramped flow (three ramps).
2) The system must be capable of atmospheric pressure and temperature compensation.

JAR 2852.233-70 PROTESTS FILED DIRECTLY WITH THE DEPARTMENT OF JUSTICE (NOV 2020)
(a) The following definitions apply in this provision:
(1) ‘‘Agency Protest Official’’ (APO) means the Deciding Official for a procurement protest filed with a contracting activity of DOJ when the contracting officer will not be the Deciding Official because of the protestor’s election under JAR 2833.103(b).
(2) ‘‘Deciding Official’’ means the official who will review and decide a procurement protest filed with the agency. The Deciding Official will be the contracting officer unless the protestor requests pursuant to JAR 2833.103(b) that the protest be decided by an individual above the level of the contracting officer, in which case the HCA will designate an APO to serve as the Deciding Official.
(3) ‘‘Interested Party’’ means an actual or prospective offeror whose direct economic interest would be affected by the award of a contract or by the failure to award a contract.
(b) Only interested parties may file a protest.
(c) An interested party filing a protest with the DOJ has the choice of requesting either that the Contracting Officer or the APO decide the protest.
(d) A protest filed directly with the DOJ shall:
(1) Indicate that it is a protest to DOJ.
(2) Be filed with the Contracting Officer.
(3) State whether the protestor chooses to have the Contracting Officer or the Agency Protest Official decide the protest. If the protestor is silent on this matter, the Contracting Officer will decide the protest.
(4) Indicate whether the protestor prefers to make an oral or written presentation of arguments in support of the protest to the deciding official.
(5) Include the information required by FAR 33.103(d)(2):
(i) Name, address, facsimile number and telephone number of the protestor.
(ii) Solicitation or contract number.
(iii) Detailed statement of the legal and factual grounds for the protest, to include a description of resulting prejudice to the protestor.
(iv) Copies of relevant documents.
(v) Request for a ruling by the agency.
(vi) Statement as to the form of relief requested.
(vii) All information establishing that the protestor is an interested party for the purpose of filing a protest.
(viii) All information establishing the timeliness of the protest.
(e) The decision by the APO is an alternative to a decision by the Contracting Officer. The APO will not consider appeals from the Contracting Officer’s decision on an agency protest and a decision by the APO is final and not appealable.
(f) The Deciding Official may conduct a scheduling conference. The scheduling conference, if conducted, will establish deadlines for oral or written arguments in support of the agency protest and for agency officials to present information in response to the protest issues. The deciding official may hear oral arguments in support of the agency protest at the same time as the scheduling conference, depending on availability of the necessary parties.
(g) Oral conferences may take place either by telephone or in person.
(h) The protestor has only one opportunity to support or explain the substance of its protest. DOJ procedures do not provide for any discovery. The deciding official may request additional information from the agency or the protestor. The deciding official will resolve the protest through informal presentations or meetings to the maximum extent practicable.
(i) A protestor may represent itself or be represented by legal counsel. The DOJ will not reimburse the protester for any legal fees related to the agency protest.
(j) The DOJ will stay award or suspend contract performance in accordance with FAR 33.103(f), unless the contract award is justified, in writing, for urgent and compelling reasons or is determined, in writing, to be in the best interest of the Government. The justification or determination shall be approved at a level above the Contracting Officer. The stay or suspension, unless over-ridden, remains in effect until the protest is decided, dismissed, or withdrawn.
(k) The deciding official will make a best effort to issue a decision on the protest within thirty-five (35) days after the filing date. The decision shall be written, and provided to the protestor using a method that provides for evidence of receipt.
(l) The DOJ may dismiss or stay proceedings on an agency protest if a protest on the same or similar basis is filed with a forum outside DOJ.
