Defense Finance and Accounting Service
About this file
This document is a Justification for Soliciting from a Single Source (FAR 12.102(a)) for a sole source contract award.
The Defense Finance and Accounting Service (DFAS) Contract Services Directorate seeks to procure an agency subscription to Bloomberg Finance L.P.'s web-based financial service platform for the Trust Fund Accounting and Reporting work center (DFAS-IN/JJAHD). The contract scope includes one base year plus four option years, with a total estimated value of $176,709.60 and a performance period from October 1, 2026, through September 30, 2027. The service provides real-time financial market data, analytics, and content for investment management of DoD Trust Funds, including Treasury Inflation-Protected Securities (TIPS) analytics, portfolio tracking, scenario analysis, risk modeling, and forecasts from government and industry professionals on inflation/deflation trends used by the Investment Advisory Committee. The justification establishes that Bloomberg is the sole provider capable of delivering the comprehensive analytical tools and portfolio tracking capabilities required for the vast size of DoD Trust Funds. Market research conducted in March 2026 identified competing providers (Capital IQ, FactSet, and Refinitiv Eikon) but determined that Bloomberg alone offers advance scenario analysis, detailed attribution, risk modeling, and "what-if" analyses for TIPS portfolios. A Sources Sought Notice posted on GPE from February 11-24, 2026, received zero vendor interest. The contracting activity determined that no known actions exist to remove barriers to competition, as another company would need to develop these specific capabilities to enable future competition. The document is supported by certifications from the Technical Reviewer (Jonathan Poe, Director, Trust Funds Accounting), Requiring Activity Financial Specialist (Danielle DeNise), Contracting Officer (Danielle L Head), and Legal Counsel (April Breck), all dated April 1, 2026.

The scope of the contract is to obtain an agency subscription to a web-based financial service for one base year plus four option year
Accounting and Reporting work center (DFAS-IN/JJAHD) allowing access to the vendor’s interactive financial network. This network will provide real-time financial market data, analytics, and content to be used for investment of trust funds managed by the work center.
Only Bloomberg Finance L.P. (Bloomberg) provides the comprehensive analytical tools, and portfolio tracking at the level that can accommodate the vast size of DoD Trust Funds. Additionally, Bloomberg is the sole provider of concise information and analysis of and other data not available from any other service). Bloomberg provides several individual and aggregated forecasts from government and industry professionals, about future inflation/deflation that is used by the Investment Advisory Committee to make appropriate choices with regard to the assets they recommend be placed in the portfolio. The Government issued a Sources Sought Notice on the GPE from 2/11/2026 through 2/24/2026. This notice identified all required characteristics for the web-based financial services and received zero vendor interest.
Market Research determined that the requirement can only be provided by a single source

In 2011, the DFAS Investment Advisory Committee (IAC) conducted comprehensive market research and concluded that Bloomberg and Eikon were the only platforms with adequate bond and Treasury analytics, leading to the adoption of Bloomberg web services.
Continued evaluation in 2019 found that Eikon lacked certain analytical capabilities for TIPS portfolios and portfolio stress-testing, which Bloomberg already provided.
In March 2026, further market research was conducted to identify and compare leading financial data providers. The research
Capital IQ and FactSet offer the most relevant features and data for those advising on intricate corporate transactions, such as mergers and acquisitions. In contrast, Bloomberg and Refinitiv Eikon focus on facilitating activities related to buying and selling securities, such as stocks and bonds. Market research showed that Bloomberg provides the most extensive and analytical support, especially in Treasury Inflation-Protected Securities (TIPS). **Eikon’s** TIPS does not offer advance scenario analysis, detailed attribution, risk modeling, and “what-if” analyses which is required for the Advisory board to make the best decisions with regards to assets in the portfolio.
None
There are no known actions. The Government requires this data to adequately manage the DoD Trust Fund and Bloomberg is the only service provider that has all required data. Another company would have to add these capabilities to allow for competition.
