Purchase Request #(s) NITYU21RV039
CONTRACTING ACTIVITY: DFAS Contract Services Directorate
1. REQUIRING ACTIVITY:
DFAS-ZTDA
8899 56th Street Indianapolis, IN 46249 DoDAAC: HQ0358
2. DESCRIPTION OF THE ACTION BEING APPROVED: Solicit a Brand Name requirement and award a Contract/Order.
3. DESCRIPTION OF SUPPLIES/SERVICES: This justification covers the acquisition of the following article(s):
This is the annual renewal of hardware and software maintenance for the current NetApp storage infrastructure. This provides the storage engineering team with the continued software support and hardware maintenance required to manage the DFAS storage infrastructure. The Insight software scans the entire DFAS storage infrastructure and identifies all the unavailable versus available disk space. It assists in identifying space that has been allocated and is not being used. This feature provides a cost saving to DFAS since this enables us to reclaim unused space and reallocate it for other needs. SnapDrive & Mirror software allows the storage team to back up from Windows environments for seamless data protection.
The Required Delivery Date/PoP is: 10/1/20 Estimated Value (include option): $ Option(s) NO
FAR 16.505(a)(4) Items peculiar to one manufacturer
5. RATIONALE JUSTIFYING USE OF CITED STATUTORY AUTHORITY
4. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN COMPETITION:
NetApp software and hardware have been DFAS’s standard storage system for over five years. All of the multiple vendors for this type of hardware/software requirement, including NetApp, run their own proprietary software that is only compatible with the hardware.
Changing the maintenance purchased for the hardware and software would require changing out all of the hardware and software.
DFAS conducted market research and evaluated multiple vendors to assess the effect of replacing all of the NetApp hardware and software. Replacing several millions of dollars' worth of equipment is not a reasonable or viable option, so purchasing brand name maintenance on the currently owned hardware and software is essential to the Government’s requirements. Market research shows that the hardware and software are proprietary and work together and for that reason DFAS cannot purchase other maintenance products to meet this need.
DFAS has invested a considerable amount of time, effort and money into the design, and subsequent purchase of the listed equipment in order to meet the storage requirements necessary to stay in compliance with DoD directives. If DFAS were not to renew this contract and opted to replace the hardware with manufacturer/like equipment, the cost would be significant in comparison with the cost to purchase brand name maintenance .
6. DESCRIPTION OF EFFORTS MADE TO SOLICIT OFFERS FROM AS MANY OFFERORS AS PRACTICABLE:
An RFI was posted to determine the interested vendor base on
02/28/2020 And closed on which resulted in responses from 2 interested vendor(s)04/09/2020

7. A SHORT DESCRIPTION OF RESULTS OF RFI/BETA.SAM.GOV POSTING, OR MARKET RESEARCH CONDUCTED OR A STATEMENT
OF THE REASON NONE OF THE ABOVE ACTIONS WERE CONDUCTED.
An RFI was posted to NASA SEWP RFI number 143942 from 02/28/20 through 04/09/20. Two quotes were received from the following authorized resellers .
In addition, an RFI was posted to GSA eBuy from 05/12/20 through 05/22/20. No quotes were received through GSA.
The mandatory DoD site ESI was checked to determine if items were available on ESI. The items are only available to the Department of Navy.
8. LIST OF THE SOURCES THAT EXPRESSED A WRITTEN INTEREST IN THE ACQUISITION.
9. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION:
Nothing to add to this section that has not already been articulated within this justification document.
10. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE ANY SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR SERVICES REQUIRED.
The Program Office continually performs market research to monitor changes in the commercial marketplace, and determines if any software alternative is advantageous to the government. Although DFAS requires maintenance specific to NetApp, there are multiple authorized resellers available on NASA SEWP. DFAS will post an RFQ for maximum competition among these authorized resellers to obtain the best possible pricing.
