About this file
This is a Justification and Approval form for the use of other than full and open competition under the Revolutionary Federal Acquisition Regulation Overhaul (RFO).
The Defense Finance and Accounting Service (DFAS) seeks to procure the Enhanced Defense Financial Management Training (EDFMT) course series through a sole source award to Management Concepts, Inc. (MCI) under GSAR 538.7104-3(b)(ii). The estimated contract value is $418,903.56, with a required delivery period of November 2, 2026 through November. The justification establishes that EDFMT is exclusively available through MCI, which maintains an exclusive partnership with the Society of Defense Financial Management (SDFM), the non-profit creator and administrator of the curriculum. DFAS requires this training to educate Financial Management personnel, increase workforce proficiency in Department of Defense and Department of War financial management practices, and prepare employees to obtain Certified Defense Financial Manager (CDFM) certification. The Office of the Under Secretary of Defense (Comptroller) has recognized EDFMT as a standardized credentialing benchmark comparable to the CPA designation. Market research conducted from March 5, 2026 through May 19, 2026 via GSA eBuy Request for Information yielded two vendor responses; only MCI verified capability to deliver EDFMT training. Historical procurement data, GSA Federal Supply Schedule inquiries, and direct coordination with SDFM confirmed that no alternative curriculum meets the Government's specific requirements and that MCI is the only source capable of fulfilling the requirement. The Government commits to continued market research and monitoring of EDFMT options for future acquisitions, publishing requirements through GSA to promote competition when practicable.

DFAS requires the procurement of the Enhanced Defense Financial Management Training (EDFMT) course series. This training is essential to educate DFAS Financial Management (FM) personnel, increase workforce proficiency in Department of Defense (DoD) and Department of War (DoW) financial management practices, and prepare employees to successfully pursue and obtain the Certified Defense Financial Manager (CDFM) certification.
The required EDFMT course series is exclusively available through Management Concepts, Inc. (MCI). MCI maintains an exclusive partnership with the Society of Defense Financial Management (SDFM)—formerly known as the American Society of Military Comptrollers (ASMC).
SDFM is a non-profit educational and professional organization who created EDFMT as a curriculum to meet the specific needs of the DoW FM community. In fact, the Office of the Under Secretary of Defense (Comptroller) (OUSD(C)), has recognized EDFMT as a standardized credentialing benchmark that will address deficiencies in the FM community. This framework is analogous to the Certified Public Accountant (CPA) designation administered by the National Association of State Boards of Accountancy (NASBA).
Historically, no other curriculum outside of EDFMT has been suitable for the DoW's, and DFAS', needs. Consequently, procuring an alternative training source is not a viable option for the Government, and no other vendor has demonstrated an ability to provide equivalent training. Market research and direct communications between the Requiring Office and SDFM confirm that the EDFMT course content is proprietary to MCI.
Based on the proprietary nature of the required training curriculum and the exclusive partnership between MCI and SDFM, MCI is the only vendor capable of meeting the agency's specific requirements.

7. DESCRIPTION OF EFFORTS MADE TO SOLICIT OFFERS FROM AS MANY OFFERORS AS PRACTICABLE:
(Request for Information or Sources Sought Notice required I/A/W DFARS Deviation PGI 206.103-170(d))

8. A SHORT DESCRIPTION OF RESULTS OF RFI/BETA.SAM.GOV POSTING, OR MARKET RESEARCH CONDUCTED OR A STATEMENT
OF THE REASON NONE OF THE ABOVE ACTIONS WERE CONDUCTED.
The Requirement Owner (RO) initiated market research for previously awarded BPA HQ042326AE005 for Financial Management Training Services. During the market research for HQ042326AE005 it was discovered that EDFMT courses are proprietary to Management Concepts Incorporated (MCI). The market research resulted in two responses MCI and Graduate School USA (GSUSA). GSUSA confirmed that they could deliver all required FM training courses with the exception of EDFMT. The required EDFMT course series is exclusively available through MCI. MCI maintains an exclusive partnership with the Society of Defense Financial Management (SDFM), which is the sole creator and administrative body of EDFMT. In order to promote competition to the maximum extent practicable for FM Training, the RO excluded EDFMT from the FM requirement and instead is pursuing EDFMT as an individual requirement.
To validate these findings and assess current market conditions, CSD conducted additional market research. First, CSD evaluated historical procurement data for similar EDFMT training requirements. This historical review indicated that only one source, MCI, has historically possessed capability to deliver EDFMT.
Next, CSD issued a Request for Information (RFI) via GSA eBuy. The RFI was published on 05 March 2026 and closed on 19 May 2026, yielding two (2) vendor responses: [REDACTED—SIGNATURE] was unable to produce verification of the capability to deliver EDFMT training.
To ensure thorough Market Research was conducted to the best extent possible, CSD coordinated with SDFM. Direct communications between CSD and SDFM confirm that the EDFMT course content is proprietary to MCI as an exclusive partnership.
Based on the comprehensive market research conducted—including GSA FSS inquiries, historical procurement analysis, recent RFI results, and direct communication with SDFM, it is determined that MCI is the only source capable of fulfilling the Government's requirement for EDFMT. Accordingly, DFAS intends to pursue a sole source acquisition utilizing RFO Part 8 procedures.
