BRAND NAME JUSTIFICATION

SIMPLIFIED ACQUISITION PROCEDURES

FAR 13 ACQUISITION PROCEDURES

Microsoft Dynamics GP Software Maintenance

IAW FAR 13.106-1(b) Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold.

(i) Contracting Officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization)

(ii) Where a single source is identified to provide a portion of a purchase because that portion of the purchase specifies a particular brand-name item, the documentation in paragraph (b)(1)(i) of this section only applies to the portion of the purchase requiring the brand-name item. The documentation should state it is covering only the portion of the acquisition which is brand-name.

This justification serves to document the basis for using the “Brand-name” specification as identified within FAR 13.103-1(b)(i):

(i) The Contracting Officer has determined the circumstances of this contract action deem this aquisition as a Brand-Name requirement and one source is reasonably available. The following Brand Name is being procured:

Microsoft Dynamics GP

This procurement request is for the annual renewal of software maintenance agreements for the GP System at DFAS Texarkana NAF Financial Services and the Trust Funds Reporting System (TFRS) at DFAS Indianapolis. Microsoft Dynamics GP Risk Management Suite (Texarkana) provides enhanced capabilities for user monitoring and auditing that no other system provides. The specific software maintenance renewal requirements are in direct support of the day to day operations of the DFAS systems currently utilizing Microsoft Dynamics GP. The impact of not renewing the software agreements would result in failure to provide the required accounting services to the NAFI, DoD managed trust funds, and the Military Housing Privatization Initiative.

No other product will meet the agency’s needs. The GP systems are customized to the Great Plains Enterprise Financial System and the Army NAFIs business process, accounting classification(s) and expense code structures, resulting in multifaceted integration requirements with other systems, and reporting requirements. complete the Great Plains Enterprise Financial System.

There are no other software products that will integrate with the Great Plains Enterprise Financial System and, therefore, Microsoft Dynamics GP is the only brand-name source that can reasonably meet the government’s requirements .
