About this file

This document is a Single Source Justification (SSJ) for the procurement of DIT-MCO International model 2635 field portable wiring harness tester equipment and associated RTIC (Real Time In Cockpit) adapter cables to support the KC-135 Large Aircraft Infrared Countermeasures (LAIRCM) modification program.

The SSJ explains that the DIT-MCO 2635 test units are customized for use on the KC-135 platform and, with new RTIC adapter cables, can perform wiring harness continuity checks required for the RTIC modification. Using the DIT-MCO 2635 system can reduce the labor time for this task by over 50%, yielding an estimated annual cost savings of $109,209.60. Market research found that DIT-MCO International is the sole source for the required RTIC adapter cables, as they do not use third-party resellers. The Air Force intends to issue a sole source contract to DIT-MCO International under the authority of FAR 6.302-1(b)(2) to provide the new custom RTIC adapter cable sets. The estimated delivery date is 31 Jan 2025, and the contract type is contemplated to be Firm Fixed Price.

DEPARTMENT OF THE AIR FORCE

OKLAHOMA CITY AIR LOGISTICS COMPLEX

(AFMC) TINKER AIR FORCE BASE OKLAHOMA

04 October 2024

TO: AFSC/PZIM

FROM: OC-ALC/OBCA for 76 AMXG

SUBJECT: Single Source Justification for A24-058 DIT-MCO RTIC Upgrade.

1. The DIT-MCO International model number 2635 is a field portable wiring harness tester for the Program Office. This unit is used to test for wiring and components for leakage, resistance, voltage, capacitance and to analyze Large Aircraft Infrared Counter Measures (LAIRCM). The DITMCO 2635 test units have been in use by AMXG since the end of 2020 to current for the LAIRCM MOD.

2. The 564 AMXS currently owns five (5) each of DIT-MCO International model number 2635 field portable wiring harness tester for the aircraft. These unique DIT-MCO 2635 test units are customized for use on the platform, and with new custom Real Time in Cockpit (RTIC) adapter cables (and respective Engineering DWG’s and User manuals) they possess the capabilities to also complete the new RTIC MOD’s wiring harness continuity checks. These checks are currently being performed by utilizing a handheld voltmeter, this task is assigned 24 standard hours to complete with two personnel. With the PDM labor rate of $63.20 per hour, times two personnel, times 24 hours per task, across per year, this nets an annual cost of $218,419.20. By utilizing the DITMCO 2635 test unit with the new custom RTIC adaptor cable sets this can reduce this task time over 50%, which yields a yearly cost savings of $109,209.60. Technical Order (TO) 1C-135-1924C section 6, Pg 22 calls out that DIT-MCO harnesses and software are to be used to complete the continuity checkout of the system when available. In a call and follow-up email with Ryan Vickers (Midwest Regional sales Manager) with DIT-MCO International he states “the test program set for the RTIC is exclusive to the DIT-MCO 2635 test systems and proprietary to DIT-MCO Software. To procure items other than DIT-MCO International brand name would add time and duplication of cost that could not be recovered through competition.

3. Therefore, it is requested that the DIT-MCO Brand Name equipment is procured to meet all the requirements of the program office and subsequently the .

4. Market research was performed reviewing Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code (334419) looking for companies that could provide DIT-MCO Real Time In Cockpit (RTIC) Upgrade wiring harness sets. A review of small businesses to include 8(a), HUBZone, Service-Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide the above-mentioned items.

Procurement efforts for additional vendors that could supply RTIC upgraded wiring harness sets for the DIT-MCO 2635 Test Sets found that DIT-MCO International was the only source for the equipment RTIC upgrade. In an email from Jennifer Bacon (Contracts & Logistics Administrator) for DIT-MCO International stated that they do not use 3rd party resellers or any other distribution channels for the above-mentioned items.
