About this file
This document is an Evaluation Criteria Addendum for Federal Acquisition Regulation (FAR) 52.212-2, specifically for solicitation HQ003425QE048 regarding Transportation Services for a Lebanese Armed Forces Seminar. The evaluation will use a Lowest Price Technically Acceptable (LPTA) methodology, where offerors must submit detailed information about their transportation capabilities to be considered technically acceptable.
The evaluation process will first identify the lowest-priced offer and then determine its technical acceptability based on meeting the solicitation's minimum requirements. Proposals are rated as either "Acceptable" (meets minimum requirements) or "Unacceptable" (fails to meet minimum requirements). If the lowest-priced offer is not technically acceptable, the government will evaluate the next lowest offer. A written notice of award within the specified acceptance time will result in a binding contract without further action by either party.
