SOURCE SELECTION PLAN

A. BASIS FOR AWARD

This acquisition is a full and open, competitive procurement utilizing Lowest Price Technically

Acceptable (LPTA) best value continuum source selection procedures in accordance with FAR

15.101-2.

A single award will be made to the Offeror who provides a technically acceptable proposal with the lowest evaluated price.

Proposed prices will be evaluated but not scored or otherwise combined with the other aspects of the proposal evaluation.

B. FACTORS TO BE EVALUATED

Factor 1: Price

Factor 2: Technical

Factor 3: Past Performance

C. EVALUATION APPROACH

All proposals will be evaluated by the Source Selection Team (SST). A proposal must receive an

“Acceptable” rating in every non-price factor to be considered for award. The two non-price factors are Technical and Past Performance.

Factor 1: Price

Price will be evaluated and considered but will not be scored or combined with other aspects of the proposal evaluation. An award will be made to the lowest priced, technically acceptable proposal. The lowest price will be determined by adding up all listed line items. Offerors shall complete and submit the Schedule of Prices with its proposal and include a price for each line item. Failure to submit a price for any of the required line items on the Schedule of Prices will render the Offeror’s proposal as ineligible for award. Offerors will be allowed one proposal submission.

The Source Selection Evaluation Board (SSEB) will evaluate each Offeror’s price and verify that unbalanced pricing is not present. The Contracting Officer will evaluate each Offeror’s price in accordance with FAR 15.404-1 to determine price reasonableness. Price reasonableness will be determined by comparing all proposed prices, the Independent Government Estimate, and pricing of previous work that is equivalent to the requirement.

The otherwise technically acceptable lowest priced Offeror may be required to confirm/validate their offered price. Certified cost and pricing data are not currently required; however, the

Government reserves the right to request such data prior to award.

Factor 2: Technical

The Government will evaluate the Technical Factor on an Acceptable/Unacceptable basis. This factor identifies technical requirements that are imperative to successful contract performance.

The SSEB will evaluate the Offeror’s proposal against the subfactors listed below to determine whether the technical proposal is Acceptable or Unacceptable. To be considered acceptable, all subfactors under the technical proposal must receive an acceptable rating. The adjectival rating depicts whether the offeror’s proposal meets the Technical Factor requirements.

Technical Acceptable/Unacceptable Ratings:

ACCEPTABLE = Proposal meets the minimum requirements of the solicitation and is rated

ACCEPTABLE for Subfactors 2.1 and 2.2

UNACCEPTABLE = Proposal does not meet the minimum requirements of the solicitation or is rated UNACCEPTABLE for either Subfactors 2.1 or 2.2.

Subfactor 2.1: Schedule

Technical Subfactor 2.1 evaluates the Offeror’s proposed schedule for the project, including the

Offeror’s proposed sequence of work and awareness of critical activities. The Government will evaluate the Offeror’s proposed schedule to determine understanding of and compliance with the

Government’s requirements.

Offeror is to provide a preliminary bar chart schedule in the format described in Specification

Section 01 32 16, Paragraph 1.3.1 showing the following critical activities at a minimum, to demonstrate their plan to complete the project within the duration described in the solicitation.

The Offeror may include activities in addition to those listed below if helpful to explain their proposed sequence of work, duration of activities, or other important information. The specification sections and paragraphs listed in parentheses after the activities listed below are intended to clarify the activity listed; they are not intended to exclude other contractual requirements related to the listed activity.

Activities to show in preliminary bar chart schedule:

a. Preconstruction Submittals (Section 01 33 00, 1.2.1, SD-01)

b. Mobilization (Section 01 20 00, 1.1.1)

c. Survey Work (Section 02 21 00)

d. Installation of Geotechnical Instrumentation (Section 13 50 00)

e. Demolition (Section 02 41 00)

f. Lead Abatement (Section 02 82 33)

g. Pump Inspection, Removal, Replacement and Repair (Section 01 20 00, 1.1.8)

h. Pump Station Building Rehabilitation (Section 01 20 00, 1.1.9)

i. Electrical Work (Sections 26 00 00, 26 51 00, and 26 56 00)

j. Earthwork (Sections 31 00 00 and 31 11 00)

k. U Channel Work (Section 01 20 00, 1.1.11)

l. Filter Forebay Work (Section 31 25 14)

m. Vinyl Sheet Pile Work (Section 31 41 16)

n. Vehicle Turnaround Lot Work (Section 31 00 00, 1.3.2)

o. Site Restoration (Section 01 20 00, 1.1.13)

p. Demobilization (Section 01 20 00, 1.1.1)

The Government will evaluate Subfactor 2.1: Schedule on an Acceptable/Unacceptable basis based on the descriptions outlined in Table C-2. Offerors rated “Unacceptable” will not be eligible for award.

Subfactor 2.1 Schedule:

ACCEPTABLE = The preliminary bar chart schedule includes all activities listed above with reasonable durations and sequence of work and shows completion of all activities by the end of the contract duration. Based on the schedule proposed by the Offeror, the Government has a reasonable expectation that the Offeror will successfully perform the required effort.

UNACCEPTABLE = The preliminary bar chart schedule does not include all activities listed above or duration are not reasonable, sequences are not reasonable, or the scheduled does not show completion of all activities by the end of the contract duration. Based on the Schedule proposed by the Offeror, the Government does not have a reasonable expectation that the Offeror will successfully perform the required effort.

Subfactor 2.2: Experience

The Government will evaluate relevant experience of the Offeror. Relevant experience is what an Offeror has done on past projects.

The Offeror shall submit a minimum of two (2) projects within ten (10) years of the solicitation issuance date which demonstrate experience in the following features of work:

1) Offeror to provide two (2) projects demonstrating experience with the installation of vinyl sheet pile.

2) Offeror to provide two (2) projects demonstrating experience with the installation of geotechnical instrumentation to include observation wells.

3) Offeror to provide two (2) projects demonstrating experience with construction of concrete structures involving formwork over 8 feet high.

4) Offeror to provide two (2) projects demonstrating experience of installation and/or repair of sluice or slide gates. Alternatively, the Offeror may provide examples of construction experience with steel-frame mechanical structures and a statement describing why the Offeror is capable of completing the gate work required on this contract if specific experience with sluice or slide gates is unavailable.

5) Offeror to provide two (2) projects demonstrating experience with industrial rehabilitation and commissioning to include both electrical motor and mechanical pump inspection, repair and/or replacement.

All information submitted must be accurate and complete. Project examples provided must be substantially complete. Substantially complete as defined for this solicitation is when the project is sufficient for the use of which it is intended, as of the closing date of this solicitation.

All project examples shall contain a Point of Contact (POC) as well as one alternate Point of

Contact, to include the name, job title of the POC, address, telephone, and e-mail address. The

POC and alternate shall be familiar with the scope and details of the project and be a representative of the owner/customer/prime contractor, not affiliated with the Offeror. The POC and alternate shall be able to verify the experience cited.

The Government will evaluate Subfactor 2.2: Experience on an Acceptable/Unacceptable basis based on the descriptions outlined in Table C-3. Offerors who are determined “Unacceptable” will not be eligible for award

Subfactor 2.2 Experience Evaluation Ratings:

ACCEPTABLE Offerors (in combination with experience of their JV partners or committed subcontractors) who provide relevant examples of experience for the five features of work described above will be determined to meet the minimum requirements of the contract and will be found Acceptable.

UNACCEPTABLE Offerors (in combination with the experience of their JV partners or committed subcontractors) failing to provide relevant examples of experience for the five features of work described above will be found Unacceptable.

Factor 3: Past Performance

An Offeror’s past performance is a measure of the degree to which an Offeror was successful on previous construction projects. The Government will evaluate the information/performance data provided by Offerors in accordance with FAR 15.305. Evaluations of past performance shall be in accordance with this plan while utilizing the Past Performance Questionnaires (PPQ) and forms in Appendix D, Enclosure 1.

The Offeror shall submit up to five (5) PPQ’s for work performed within ten (10) years of the solicitation issuance date for construction projects with a dollar value equal to, or greater than three million dollars. If more than five (5) are submitted, only the five (5) most recent projects will be considered. The forms shall identify whether the contract is active or complete, whether the contract was with a Government (federal, state, local, etc.) or a commercial entity, and whether the Offeror was the prime contractor, a subcontractor, or member of a joint venture.

The PPQ respondent must have been a client, or client representative, with whom the Offeror/ subcontractor had a contract, or subcontract (if applicable) for one or more projects. Offerors should follow-up with clients/references to ensure timely submittal of questionnaires.

The PPQ respondent must hold, or have held at the time, a senior position in the client organization with responsibilities for either contract administration, quality control, engineering, or technical supervision, or was otherwise in a position to evaluate the Offeror’s performance in executing the contract or subcontract. The PPQ respondent must have first-hand knowledge of the Offeror’s performance.

In addition to the above, past performance information may be obtained from established systems such as the Contractor Performance Assessment Reporting System (CPARS), Federal

Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract

Reporting System (eSRS), or other databases; and may be obtained from other sources available to the Government, such as the Defense Contract Management Agency; and interviews with

Program Managers, Contracting Officers, and Fee Determining Officials.

The Government reserves the right to evaluate the past performance of any team member in the

Offeror’s proposal using all CAGE/DUNS numbers (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified as part of its assessment of the acceptability of that Offeror’s proposal.

While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror.

The Government will evaluate the Past Performance factor on an Acceptable/Unacceptable basis based on the descriptions outlined in Table C-4. Offerors who are determined “Unacceptable” will not be eligible for award.

Factor 3: Past Performance Evaluation Ratings Rating Description

ACCEPTABLE Offerors whose past performance information demonstrates all the elements being rated at satisfactory or above, or whose performance record is unknown (see note below), will be rated Acceptable for Past Performance.

UNACCEPTABLE Offerors whose past performance information demonstrates any of the element being rated as marginal or lower will be rated Unacceptable for Past Performance.

Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv)). Therefore, the offeror shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered “acceptable.”

D. PROPOSAL SUBMISSION

SUBMISSION INSTRUCTIONS:

52.204-16 COMMERCIAL AND GOVERNMENT ENTITY CODE REPORTING (AUG 2020)

(a) Definition. As used in this provision--

Commercial and Government Entity (CAGE) code means—

(1) An identifier assigned to entities located in the United States or its outlying areas by the Defense Logistics

Agency (DLA) Commercial and Government Entity (CAGE) Branch to identify a commercial or government entity by unique location; or

(2) An identifier assigned by a member of the North Atlantic Treaty Organization (NATO) or by the NATO Support and Procurement Agency (NSPA) to entities located outside the United States and its outlying areas that the DLA

Commercial and Government Entity (CAGE) Branch records and maintains in the CAGE master file. This type of code is known as a NATO CAGE (NCAGE) code.

(b) The Offeror shall provide its CAGE code with its offer with its name and location address or otherwise include it prominently in its proposal. The CAGE code must be for that name and location address. Insert the word "CAGE" before the number. The CAGE code is required prior to award.

(c) CAGE codes may be obtained via--

(1) Registration in the System for Award Management (SAM) at www.sam.gov. If the Offeror is located in the

United States or its outlying areas and does not already have a CAGE code assigned, the DLA Commercial and

Government Entity (CAGE) Branch will assign a CAGE code as a part of the SAM registration process. SAM registrants located outside the United States and its outlying areas shall obtain a NCAGE code prior to registration in

SAM (see paragraph (c)(3) of this provision).

(2) The DLA Commercial and Government Entity (CAGE) Branch. If registration in SAM is not required for the subject procurement, and the Offeror does not otherwise register in SAM, an Offeror located in the United States or its outlying areas may request that a CAGE code be assigned by submitting a request at https://cage.dla.mil.

(3) The appropriate country codification bureau. Entities located outside the United States and its outlying areas may obtain an NCAGE code by contacting the Codification Bureau in the foreign entity's country if that country is a member of NATO or a sponsored nation. NCAGE codes may be obtained from the NSPA at https://eportal.nspa.nato.int/AC135Public/scage/CageList.aspx if the foreign entity's country is not a member of https://www.sam.gov/ http://www.sam.gov/ https://cage.dla.mil/ https://eportal.nspa.nato.int/AC135Public/scage/CageList.aspx

NATO or a sponsored nation. Points of contact for codification bureaus, as well as additional information on obtaining NCAGE codes, are available at http://www.nato.int/structur/AC/135/main/links/contacts.htm.

(d) Additional guidance for establishing and maintaining CAGE codes is available at https://cage.dla.mil.

(e) When a CAGE code is required for the immediate owner and/or the highest-level owner by Federal Acquisition

Regulation (FAR) 52.204-17 or 52.212-3(p), the Offeror shall obtain the respective CAGE code from that entity to supply the CAGE code to the Government.

The Contractor shall require a subcontractor requiring access to classified information to provide its CAGE code with its name and location address or otherwise include it prominently in the proposal. Each location of subcontractor performance listed on the DD Form 254 is required to reflect a corresponding unique CAGE code for each listed location unless the work is being performed at a Government facility, in which case the agency location code shall be used. The

CAGE code must be for that name and location address. Insert the word "CAGE" before the number. The CAGE code is required prior to award.

(b) The Offeror may submit one or more additional proposals with alternative line items, provided that alternative line items are consistent with subpart 4.10 of the Federal Acquisition Regulation. However, acceptance of an alternative proposal is a unilateral decision made solely at the discretion of the Government.
