About this file

This document is a single source justification for a federal contract to perform repairs on two Caterpillar C9 engines and transmissions for the Survey Vessel Sanderson owned by the U.S. Army Corps of Engineers, Wilmington District. The contractor shall provide all labor, materials, and services to overhaul the engines and transmissions using Caterpillar-trained technicians and new or remanufactured Caterpillar parts at the contractor's facility. The vessel's captain will deliver and return the vessel. The work must be completed within 120 days of award. The justification cites urgency and the need for factory-certified work to minimize risks from mechanical failure while the vessel performs dredging and hydrographic surveys along the eastern U.S. coast. The contracting officer certified the anticipated cost as fair and reasonable based on previous purchase prices and independent government estimate.

4. AUTHORITY CITED: FAR 13.106-1(b)(1)

FAR 13.106-1(b)(1)(i): For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand name, or industrial mobilization)

5. REASONS FOR AUTHORITY CITED:

The Survey Vessel SANDERSON works and travels the entire east coast of the United States to perform dredging hydrographic surveying operations. It is imperative to maintain the aforementioned engines and generator ends to the best of our capability to mitigate the risks associated with engine or generator end failure. Mechanical failure of these engines or generator ends could cause extensive vessel and/or property damage, and/or injury, and/or loss of life.

Additionally, there would be extensive cost associated with availability/scheduling of a shipyard/dockside repair facility, and quick response services to repair or replace the failed unit.

Factory specification's and tolerances must be closely adhered to, so as to prevent failure(s). The requirement to use factory trained/certified Caterpillar Marine Power Systems Technicians and the use of New or New Remanufactured Caterpillar brand parts reduces the chance of failure(s).

6. EFFORTS TO OBTAIN COMPETITION: This action will be posted to Beta.SAM.gov and any quotes received that meet the requirement for brand name will be considered for contract award. This will ensure maximum competition between all companies able to provide brand name product.
