4.2. The contractor shall deliver bulk fuel to the designated delivery place(s) and date(s) according to the delivery schedule. The scheduler at DLA Energy Korea will schedule the deliveries by contacting the Q/C manager by e-mail or telephone and will provide the delivery schedule in writing to the CM and Q/C manager with the customer’s name & telephone number, type of product(s), quantities, delivery date(s) and delivery location(s) at 16:00 every working day (NLT sixteen (16) hours prior to the performance). DLA Energy Korea Transportation team will not work directly with the subcontractors. The contractor shall successfully integrate and coordinate all related parties needed to execute the required deliveries. The contractor shall be responsible for the receipt of the confirmed schedule. The tank trucks shall be designed to transport bulk liquid fuels between 1,000 gallons and 8,450 gallons per truck, shall be marked for the product on board (e.g. Gasoline, Diesel or Jet Fuel), and shall be ROK safety certified. The contractor shall transport bulk fuel in cases of emergency during Non-duty hours (besides normal working hours; night time, weekends or ROK holidays) within six (6) hours notification of the emergency requirements from the COR. The contractor is hereby notified that there is a potential impact on contractor performance during increased FORCE Protection Condition (FPCON). During FPCON Delta, services may be discontinued / postponed due to higher threat. Services will resume when FPCON level is reduced to level Charlie or lower.

Representatives of the consignee and the contractor shall conduct this inspection. Any truck not suitable to load product will be rejected and turned away. Rejected trucks will not be used until inspected and approved by DLA Energy QARs.

4.9. If make-up service cannot be accomplished within the same business day, the contractor shall submit a revised schedule to the scheduler at DLA Energy Korea for acceptance. Rescheduling to provide make-up service shall not be a basis for permission to alter other regularly scheduled services.

4.10. The contractor shall be responsible for the loading and unloading of the bulk fuel at the pick-up and delivery destinations. The contractor shall take all necessary safety precautions to safely load and off load bulk fuel. The contractor shall provide tank trucks equipped with safety grounding cables and clamp connectors (aluminum clips) to minimize static electricity while loading and offloading bulk fuel. Seal rings and attachment points must be welded or permanently installed to preclude the possibility of disengaging the seal from the sealing points without breaking the seal. The contractor shall ensure all compartments and possible access points are sealed prior to departure from the loading DFSP and remain sealed until removed by U.S. Government representatives at the delivery destination.

If the quantity transported is less than the minimum gallons stated, the minimum 1,000 gallons shall apply to payment. (See Para 4.2)

4.15. The contractor shall provide their employee proper training to perform assigned tasks under this PWS. If necessary, the training records will be requested by the COR.
