THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S
INTENT TO ISSUE A SOLE SOURCE AWARD TO IImage Retrieval, Inc.
The Department of Defense (DoD), Washington Headquarters Services, Acquisition Directorate (WHS/AD), on behalf of the History and Library Directorate (HLD) and Pentagon Library (PL) intends to award a sole source contract to IImage Retrieval, Inc. 3620 Josey Lane, Suite 103, Carrollton, Texas 75007, (Unique Entity ID: NQPUE6G6RQ49, CAGE Code: 1LNW6) for the i2S Copibook V-A2 Book Scanner and 3-year maintenance agreement to be delivered within 90 days of award. The PL intends to acquire and implement a network-approved book scanner to replace non-serviceable existing units, ensuring continued digitization capabilities for Library and Pentagon customers. The estimated value of the contract will range from $84,000.00 to $98,000.00.
The anticipated award will be made under the authority of FAR 8.405-6(a)(1)(i)(B), only one source is capable of providing the required supplies or services due to their unique and highly specialized nature. The i2S Copibook V-A2, a commercial product as defined in FAR 2.101, is uniquely suited for digitizing bound materials without risking damage or disbanding. This capability is essential for the Pentagon Library (PL), which supports DoD mission needs by providing efficient access to digitized content in universally accessible formats, such as PDFs or searchable text files. The i2S Copibook V-A2 ensures cost-effective delivery of digital content, reducing reliance on expensive external scanning services.
After consulting with DISA/IT, the PL team determined that network compatibility was critical for any book scanner due to potential issues with the DoD network. Through professional networking and feedback from digitization librarians, the team identified the i2S Copibook V-A2 as the only scanner that met both operational requirements and DoD network approval. The i2S Copibook V-A2, manufactured by i2S, is distributed by IImage Retrieval, Inc., the only reseller in the United States. Because of the manufacturer’s exclusive distribution agreement, it is necessary to acquire the i2S Copibook V-A2 from IImage Retrieval, Inc.
