About this file

This is a Statement of Work (SOW) for annual inspection and 5-year recertification Engineering Design Review (EDR) of fall arrest systems at two facilities: Newlon Building 1 and Fuel Cell Hangar Building 18, operated by the Department of the Army National Guard. The contractor must perform comprehensive physical inspections and engineering reviews to ensure all fall protection systems, including beam and trolley systems, Self-Retracting Lifelines (SRLs), railings, support structures, trolleys, and associated hardware comply with current OSHA regulations and ANSI Z359 standards. The inspection scope covers systems manufactured by Lee Grover/Flexible Lifeline Systems, LICO Steel Inc. (Building 1), and Fall Protection Systems (Building 18). A competent person must conduct visual and physical examinations of all components, verify manufacturer requirements and ANSI Z359.2-2017 compliance, and immediately red-tag any equipment failing inspection for removal, disposal, repair, or replacement.

The EDR must be performed by a Qualified Professional Engineer and shall include a thorough review of original system design, consultation with on-site personnel, evaluation of risk and hazard changes, and assessment of regulatory or standard changes since installation. All work must comply with OSHA General Duty Clause, ANSI Z359.2-2017 (inspection requirements), and ANSI Z359.6-2016 (5-year EDR requirements). Deliverables include proof of inspection certificates, complete drawings and reports detailing compliance status, identified deficiencies, and recommended remediation actions, as well as Qualified Professional Engineer-stamped drawings and 5-year EDR certification.
