About this file
This is a Statement of Work (SOW) for calibration and repair services of precision measurement equipment at Norfolk Naval Shipyard (NNSY). The Mid-Atlantic Regional Calibration Center (MARCC), under NNSY Code 137, requires the vendor Hexagon Manufacturing Intelligence, Inc. to perform tolerance-based calibration services on an AT960-LR Absolute Tracker and T-Probe III (Model Serial 751690, Nomenclature 3406P) with "as found" and "as left" measurement data. Calibration must be traceable to the National Institute of Standards and Technology or equivalent standards and must achieve a Test Accuracy Ratio or Test Uncertainty Ratio of 4:1 or greater, or a False Accept Risk of 2% or less, in accordance with ANSI/NCSL Z540.1 or later. A calibration certificate documenting traceability source, tolerance compliance, and measurement values is required. Any deviations or use of alternative vendors require approval from NNSY Code 137.2 Metrology Engineering.
The SOW establishes that repair work may be necessary but is contingent upon contractor submission of an itemized cost breakdown (materials, labor, travel) to the Contracting Officer and Technical Point of Contact for evaluation and approval before work begins. Repair work will be issued as a separately funded line item requiring additional contract modification. The SOW includes mandatory requirements for contractor personnel accessing NNSY, including DBIDS card acquisition through a vetting process with Commander Navy Region Mid-Atlantic, compliance with portable electronic device restrictions (prohibiting camera-enabled devices in certain restricted areas), adherence to OSHA and Navy hazardous energy control procedures, and notification of Technical Points of Contact and Contracting Officer's Representatives prior to commencing any work involving hazardous energy control.

This equipment is not to be altered in any manner that affects its operating characteristics, controls, or external connections (if applicable). Normal adjustments required to bring the item into specification limits are permitted.
Calibration must be traceable to the one of the following via an unbroken chain of measurements:
-The National Institute of Standards and Technology -Natural Physical Constants (Intrinsic Standards) -Consensus Standards -National Standards of other countries which are correlated with U.S. National Standards
The calibration process used must result in a Test Accuracy Ratio or Test Uncertainty Ratio of 4:1 or greater, or a False Accept Risk of 2% or less, in accordance with the applicable paragraph(s) of ANSI/NCSL Z540.1 or later.
A calibration certificate must be provided which states the source of traceability and compliance with the above paragraph. It must also state whether or not the item was in-tolerance as received.
“As found” and “as left” measurement values are required on the certificate of calibration.
Any deviation from the criteria mentioned in this section must be authorized by NNSY Code 137.2, Metrology Engineering. Use of a different vendor other than Hexagon Manufacturing Intelligence, Inc must also be researched and approved by NNSY Code 137.2 Metrology Engineering.
Repair Work Requirements Repairs may be necessary but the extent of repairs will be unknown prior to the maintenance and calibration work defined in the statement of work. If it is discovered that repairs are needed, the contractor shall immediately provide a cost breakdown, (e.g. materials, labor, and travel) to the KO and TPOC for evaluation. Additional price information may be requested by the KO if needed to determine the repair work’s price is fair and reasonable. Any repair work will be issued on CLIN separately funded line item. No additional repair work will be authorized until funded by way of modification. Repair work is hereby determined to be within the scope of this contract however; the KO shall make a separate scope determination based on the extent of repairs needed and determination of price fair and reasonableness.
***If repairs are required, vendor is to submit a repair quote and await approval before beginning repair work***
2.1 Security NNSY Access Requirements: All contractors, with the exception of permanent party (or “seated” contractors with Common Access Cards (CACs), will be required to obtain a DBIDS card to gain access to NNSY.
(Note: A “seated contractor” is a contractor who received CACs and are granted access to Navy or NNSY information technology systems and are stationed at NNSY as their permanent work location.)
| • | Procedure for receiving a DBIDS card: |
| a) | Contractor will complete the SECNAV 5512 form(s) and forward them to their NNSY Sponsor/Contracting Officer’s Representative (COR). |
| b) | The sponsor will complete the CVS spreadsheet utilizing the information on the completed SECNAV5512 forms and forward all documents to Commander Navy region mid-Atlantic (CNRMA) for vetting. |
| c) | CNRMA will add the contractor to the “179-Day List” which is utilized by the Pass and ID office to create the DBIDS card. |
| d) | Once on the 179-Day List, the contractor may go to Pass and ID to have their DBIDS card generated. |
| e) | Green NAVSEA access badges can be generated at this point with contractors providing proof of U.S. Citizenship (Birth Certificate/ US Passport). |
2.2 Portable Electronic Devices (PEDs): A PED is defined as any non-stationary electronic apparatus with singular or multiple capabilities of, but not limited to recording, storing, and/or transmitting data, voice, video, or photo images (e.g., cell phones, laptops, tablets and wearable devices such as fitness bands and smart watches).
a) NAVSEA 04 Ser 04/281 IMPLEMENTATION PLAN FOR ALLOWING CAMERA-PORTABLE ELECTRONIC DEVICES WITHIN THE CONTROLLED INDUSTRIAL AREA.
b) NAVSEAINST 2200.1A PORTABLE ELECTRONIC DEVICES POLICY
c) SECPROMAN Vol 1 5510.36 Rev E.
In accordance with ref (a), personally owned camera enabled PED’s will be authorized inside of the Controlled Industrial Area (CIA) and all Security Islands.
Camera enabled PEDs will remain unauthorized within Controlled Nuclear Information Areas (CNIAs), Nuclear Work Areas (NWAs) and Open Storage Areas.
All PEDs, camera enabled or not, are still prohibited within NWAs and Open Storage Areas.
The allowance of camera enabled PEDs inside of the CIA and Security Islands does not negate existing photography policies. Unofficial photography, filming of video, or live streaming from the camera-enabled PED remains prohibited within the CIA or any NAVSEA controlled space outside of the CIA. Further, audio recordings (both digitally or magnetically) in NAVSEA spaces is prohibited without the approval of the Code 1120 Security Director.
2.3 Submarine Specific PEDs Instructions: In accordance with COMSUBLANT/COMSUBPACINST 2075.1C, the use of PEDs while in or on Department of Navy Submarines, are prohibited.

REQUIREMENTS FOR ACCESS TO NAVY INSTALLATIONS
Commander, Navy Installations Command (CNIC), has established the Defense Biometric Identification System, (DBIDS), a standardized process for granting unescorted access privileges to vendors, contractors, suppliers and service providers not otherwise entitled to the issuance of a Common Access Card (CAC) who seek access to and can provide justification to enter Navy installations and facilities. Participation in the DBIDS is not mandatory, and if the Contractor chooses to not participate, the Contractor's personnel will have to obtain daily passes, be subject to daily mandatory vehicle inspection, and will have limited access to the installation. The Government will not be responsible for any cost or lost time associated with obtaining daily passes or added vehicle inspections incurred by non-participants in the DBIDS. Alternatively, if the vendor so chooses, it may voluntarily elect to obtain long-term credentials through enrollment, registration, background vetting, screening, issuance of credentials, and electronic validation of credentials. Further information regarding DBIDS can be found at www.cnic.navy.mil/om/dbids.html NOTE: Bldg 276 TELEPHONE: 757-396-5815 (or 5095)
