SECTION I
1. DESCRIPTION OF SERVICES
1.0 GENERAL
This performance work statement describes the requirements for: the procurement, delivery, set up, and installation of new Modular Wall System and Furniture; the removal of existing furniture and furnishings; and relocation of utilities and data/cable lines needed for the reconfiguration of offices within the US Army Corps of Engineers (USACE), Wilmington District Office of Counsel, at 69 Darlington Rd., Wilmington, NC.
The project shall focus on the construction of 2 new offices, and outfitting 5 additional areas (1 reception area, and 4 private offices) with system furniture. This project shall consist primarily of supply, delivery, assembly and installation of all furniture and furnishings outlined in this document as well as the removal of old furniture and fixtures.
Non-Personal Services. The Government shall not supervise or task Contractor employees in any manner that generates actions of the nature of personal services, or that creates the perception of personal services. It is the responsibility of the Contractor to manage its employees directly and to guard against any actions that are of the nature of personal services or give the perception of personal services to the Government or to Government personnel. If the Contractor feels that any actions constitute, or are perceived to constitute personal services, it is the Contractor’s responsibility to notify the CO immediately. Non-personal Contractor services shall not be used to perform work of a policy/decision making or management nature
1.1 BACKGROUND
US Army Corps of Engineers (USACE), Wilmington District Headquarters Offices requires the reconfiguration of office spaces within the Office of Counsel. The Office of Counsel incorporated previous library spaces containing tracked mounted roller shelving and a reception desk of older system furnishing. There are four other office areas that contain older furniture, both systems and standalone type furnishings. The areas involved need to be reconfigured in order to create needed office spaces for Office of Counsel staff. The project shall focus on the removal of the roller shelving and subsequent construction of 2 new offices in the area of the removed roller shelving. Additionally, this project will involve outfitting the reception area with new systems furniture and an option to outfit 4 private offices with system furniture.
1.2 DESCRIPTION
The purpose of this contract is to: reconfigure Office of Counsel spaces to create 2 new office spaces within the area defined by the Government; reconfigure and outfit the Office of Counsel reception area with new systems furniture; and provide for the option to outfit 4 private offices with system furniture. As well as the placement/relocation of data cables/lines, electrical outlets, and other utilities and safety related items.
The Contractor shall provide all necessary: designs, supplies, materials, tools, equipment, labor, supervision, expertise, and management necessary to complete all work. Generally work will include: reconfiguration designs, procurement, coordinate delivery, load and unload new items, place/install items in designated rooms, assemble items as required, secure and store as designated and properly dispose of all associated packaging/crating materials, and disposal of furnishings and existing furniture. The Contracting Officer’s Representative (COR) will specify what furnishings and furniture items will be kept and what will be disposed.
The Contractor shall also be responsible for the following: Demo/Install of all DATA cables/lines, Install/Demo of all electrical work, Demo/Install of all Utility work (Fire Suppression, HVAC, Lighting, Electrical).
The period of performance will be 90 (ninety) days from date of contract award. The Contractor shall provide an adequate work force to ensure that the required installation schedule is met.
The COR will be the liaison between the Contractor and the District. However, the COR has no authority to issue modifications or otherwise change the terms and conditions of this contract. The Contractor shall work in coordination with the COR, as well as other Government personnel and other project team members. The Contractor shall comply with the safety and security requirements set forth by the District.
SECTION II
2. TASKS DESCRIPTION
2.0 OVERVIEW
The Contractor shall provide all necessary managerial, administrative and direct labor personnel, as well as transportation, equipment, tools, supplies and materials required to remove and dispose of existing rolling book cases (11), Installation of 2 Offices with Modular wall systems, Installation of system furniture in 1 reception area and an option of 4 private offices, and complete installation of all DATA, Electrical, and Utility work needed for the project. Additional details regarding scope of work are listed below in Technical Exhibit A and Technical Exhibit B.
Expected tasks will include, but are not limited to: Design/Reconfiguration, Procurement, Delivery/Moving/Transport, , Disassembly of existing furnishings/fixtures, Assembly/Installation of new Modular Wall System and Furniture, and Removal/Disposal of existing furnishings/fixtures, Removal/Disposal of packing material and waste. Specialized tasks include but are not limited to:
Reconfiguration of, Demolition of, and Installation of furnishings Demo/Install of all DATA cables/lines, Install/Demo of all electrical work, Demo/Install of all Utility work (Fire Suppression, HVAC, Lighting, Electrical).
2.1 DESIGN/RECONFIGURATION: The Contractor shall:
2.1.1 Provide various levels of design, consultation, specification and reconfiguration solutions as needed. Some designs may require one (1) oral consultation to determine reconfiguration solution and then create a product pull list for implementation. Other designs may require two meetings; the initial meeting with the Government Project Manager/End User and the second meeting to present the design solution.
2.1.2 Provide and/or implement solutions in accordance with any specific furniture standardization (manufacturer, color, size, fabric etc.) that the Government Project Manager has in place,
2.1.3 Provide drawings ranging from hand sketches of a measured floor plan with or without a product listing to formal AutoCAD designs requiring detailed product specifications as needed.
2.1.4 Survey and measure the site for critical dimensions and advise the Government of potential non-fit. The Contractor shall notify the Government of any significant space deficiencies at the time of the site visit or no later than three (3) business days after the survey and field measurement. All design/installation solutions shall adhere to appropriate building and life/safety codes.
2.1.5 Combine disassembly and installation tasks to reconfigure a workstation(s) by changing its orientation or modifying its use or size.
2.2 PROCUREMENT: The Contractor shall:
2.2.1 For procurement and installation, the Contractor shall be responsible for assessing, evaluating, verifying, and confirming the conditions of the building, accessibility, deliveries, installation, hours of availability, staging of all the above and any other conditions associated with, and which may affect cost of delivery and installation.
2.2.2 All products shall meet any and all federal, state, local jurisdictions and governing authorities including but not limited to codes, laws, ordinances, and regulations applicable to this project including the Americans with Disabilities Act (ADA) and/or FED-STD 795. It will be the responsibility of the Contractor to ensure that applicable regulations and codes are followed.
2.2.3 Particular attention shall be given to the protection of existing structure and finishes to prevent any damage of existing finishes. Any accidental damage incurred to existing conditions will be the responsibility of the Contractor to repair or correct.
2.2.4 All items shall be ordered together so that all products are delivered within the same time frame.
2.2.5 Manufacturer: The same manufacturer (AIS) shall be used for modular walls and system furniture to allow for all finishes, colors, and details to match. The drawing typical on specification sheets are for representational purposes of customer preference of design intent and style. The COR will provide product specifications for color/laminates/fabrics to be used.
2.2.6 Code compliance: All products and installation shall comply with all federal, state and local building codes, local ordinances, and regulations. In any event where the Contractor creates a scenario where the Government is found to be out of compliance with any regulations, the Contractor shall be liable and responsible for any damages suffered by the Government. Any non-compliance issues shall be addressed and resolved by the Contractor within forty-eight (48) hours of notification by the Government. The responsibility for determining and assuring compliance is that of the Contractor
2.3 DELIVERY/MOVING/TRANSPORTATION: The Contractor shall:
2.3.1 The Contractor shall coordinate the delivery and installation schedule with the COR. The Contractor shall be responsible for managing the delivery and installation of the product on schedule.
2.3.2 The Contractor shall deliver materials to the site in the manufacturer’s original sealed containers. Deliver new systems/executive furniture to US Army Corps of Engineers (USACE), Wilmington District Office of Counsel, at 69 Darlington Rd., Wilmington, NC.. Review the path/route of delivery into the building in advance as appropriate, adhering to the Building Security and Access policies and procedures. Protect walls, floors, and etc. as determined appropriate to incur no damage to Government property. Contractor shall plan for no loading dock and thus require lift gate from truck/trailer.
2.3.3 Provide appropriate vehicle(s) with driver with personnel as needed for delivery, movement in building.
2.3.4 Provide any driver/truck and insurance information as required by the USACE, Wilmington District Security personnel in advance and within the time frame required.
Contractor personnel shall be listed on the Entry Authorization List (EAL).
2.3.5 Government-furnished material movement equipment is not guaranteed for unloading of furniture. Contractor to furnish and utilize own material conveyance equipment in their scope.
2.3.6 Government-furnished storage space may not be available. The ability to temporarily store delivered material or equipment may be available in the building but is not guaranteed.
Make provisions to hold/temporarily store product in a contractor-provided facility/location.
2.3.7 The Contractor shall be responsible for any damage to the building which occurs during delivery and installation. The Contractor shall identify any existing damage to the building by means of a pre-installation and delivery walkthrough. Proper measures will be utilized by the Contractor to protect the building.
2.4 DISASSEMBLY: The Contractor shall:
2.4.1 Disassemble systems/modular furniture in the manner appropriate to achieve end result.
Contractor shall provide the Government three (3) days’ notice to oversee disassembly and review of salvaged furniture. The default intent for the Government is to reuse the furniture if the Government subjectively deems the furniture is in suitable condition. If furniture cannot be feasibly disassembled and be reused, then Contractor is to notify Government Project Manager for direction.
2.4.2 Prepare disassembled product for re-use, disposal and/or transport as specified by this contract.
2.4.3 Inspect product to determine suitability for reutilization considering its condition.
Provide a written count and/or listing of the product (part, description, size, fabric, color, quantity, condition) to COR as needed.
2.4.4 Attach paperwork onto the furniture (usually government provided storage permits and/or product identification papers) as needed.
2.4.5 Maintain a neat and safe work area that is free from accumulation of waste materials and/or debris, and with minimal noise disturbance and interference to Government operations and personnel. Ensure the work area is clean, neat, and orderly upon completion of the project.
2.4.6 Disposal of Waste Materials. The Contractor shall clean up and dispose of waste materials or trash in accordance with this paragraph and full applicable federal, state, and local regulations, standards, codes and laws. The Contractor shall always keep the job site clean, including any staging areas used by the Contractor, free from accumulations of waste material or trash. Prior to completion of the work, the selected Contractor shall remove from the vicinity of the work, all shipping containers, packing, trash, unused materials and other like material, belonging to the Contractor or used under the selected Contractor’s direction
2.5 INSTALLATION: The Contractor shall:
2.5.1 The Contractor shall provide on-site management, coordination, and technical assistance throughout the installation.
2.5.2 Complete installation of all modular walls and system furniture shall be in accordance with the approved manufacturer specific drawings and specifications. Install systems/modular/freestanding furniture in accordance with industry/manufacturer standards for a safe and functional installation. This furniture includes systems furniture, executive desks, and chairs.
2.5.3 Install systems/modular/freestanding furniture per drawing or instructions as specified by Task Order. The installation drawing may be provided by the Contractor and approved by Government Project Manager/End User or provided to the Contractor by the Government. The drawing may be detailed with specific instructions or it may be limited in detail and the Contractor shall be responsible for how best to meet the intent from available product.
2.5.4 Provide a punch list of any deficiencies to be reviewed with Government Project Manager to determine resolution prior to completion of project.
2.5.5 Wipe with dust cloth and appropriate cleaner(s) the inside and outside of furniture components and sweep/vacuum installation area upon completion of the installation.
2.5.6 Maintain a neat and safe work area that is free from accumulation of waste materials and/or debris, and with minimal noise disturbance and interference to Government operations and personnel.
2.5.7 Disposal of Waste Materials. The Contractor shall clean up and dispose of waste materials or trash in accordance with this paragraph and full applicable federal, state, and local regulations, standards, codes and laws. The Contractor shall always keep the job site clean, including any staging areas used by the Contractor, free from accumulations of waste material or trash. Prior to completion of the work, the selected Contractor shall remove from the vicinity of the work, all shipping containers, packing, trash, unused materials and other like material, belonging to the Contractor or used under the selected Contractor’s direction
2.6 SPECIAL TASKS:
The Contractor shall provide various services for multiple tasks: for the Reconfiguration of and Demolition of, and Installation of fixtures; for the Demo/Install of all DATA cables/lines, Install/Demo of all electrical work; and for the Demo/Install of all Utility work (Fire Suppression, HVAC, Lighting, Electrical).
2.6.1 Provide various levels of design, consultation, specification and reconfiguration solutions as needed. 2.6.5 Survey and measure the site for critical dimensions and advise the Government of potential non-fit. The Contractor shall notify the Government of any significant space deficiencies at the time of the site visit or no later than three (3) business days after the survey and field measurement. All design/installation solutions shall adhere to appropriate building and life/safety codes.
2.6.6 Scheduling of Work Schedules, and completion dates will be negotiated between the Government COR, Project Manager (End User) and the Contractor. The overall schedule must show completion within the contract period of performance. Stop-start and concurrent activities logic with dates should be are to be clearly identified on a schedule in a format acceptable to the Government.
2.7 MISCELLANEOUS/SKILLED LABOR: The Contractor shall:
2.7.1 Provide various levels of miscellaneous/skilled labor and trades to accomplish the contract. Labor services include, but are not limited to, pickup, delivery, loading, off-loading, repositioning, disposal, debris removal, padding, packing, palletizing, inventory listing, moving, uncrating.
2.7.2 Furnish all packing, shrink-wrapping, and padding materials as necessary to meet the requirements.
2.7.3 Provide miscellaneous/skilled labor for specialized cleaning, touch-up, minor repair or modifications to systems, modular or freestanding furniture items as needed.
2.7.4 The Contractor shall provide all necessary labor, supervision, expertise, and management necessary to complete all work
2.7.5 Qualifications
2.7.5.1 Under this contract the Contractor shall provide the services of trained and certified technicians with experience in the installation of the manufacturer’s product.
2.7.5.2 Tradesmen required for the relocation/installation of all DATA, Electrical, and Utility are required to be certified to work on the systems that they are relocating/installing
2.7.5.3 Installation supervision shall be handled by an experienced on-site supervisor trained by, or authorized/certified to provide service/installation by, the manufacturer.
2.7.5.4 All contractor and any subcontractor personnel must be properly cleared by USACE Security Office to work on the site.

3. PERFORMANCE REQUIREMENT SUMMARY
3.0 The Contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement and will be assessed on an “Acceptable” or “Unacceptable” basis. The contractor shall maintain a neat and safe work area with minimal noise disturbance and interference to Government operations and personnel.
Installed Surfaces and the inside and outside of components shall be wiped down with dust cloth and cleaner. Minor touch-up may be performed as needed in order to deliver a product in optimum condition and/or to keep an item in inventory rather than put to disposal.

4. DELIVERABLES
4.0 The following items shall be delivered under this contract. The Contractor shall provide deliverable(s) in a format mutually agreed upon by the Government and the Contractor. The following enumerated deliverables are not expected to change. Due Date intervals are not expected to change but actual dates may need to be revised depending on actual contract start date.

1 Complete Set of Documentation is construed to include at a minimum: Operator Manuals, Product Brochures with Technical Cut Sheets, Replacement Parts List, and Maintenance Recommendations/Instructions. Other salient or relevant supporting documents are included as mutually agreed to by the parties.
SECTION V
5. GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, MATERIAL, INFORMATION,
OR SERVICES
5.0 Government Furnished Property or Services.
The Government will not furnish property or services for this requirement except as follows.
5.0.1 Government Provided Facilities. The Government will NOT furnish the necessary workspace for the Contractor staff to provide the support outlined in this PWS to include desk space, telephones, computers and other items necessary to maintain an office environment. All administrative work is to be performed at Contractor’s place of business and using their equipment. A room or an area within a room may be provided to the Contractor for storing their tools or equipment but is not guaranteed. Security may be limited, and access not monitored;
therefore, the Contractor will assume risk. USACE Wilmington will take measures to help with safeguarding, but the Government accepts no liability for loss or damage to the Contractor’s property.
5.0.2 Government Provided Utilities. All utilities in the facility will be available for the Contractor’s use in performance of duties outlined in this PWS. The Contractor shall instruct employees in utilities conservation practices and operate under conditions that preclude the waste of utilities. The Government has responsibility for facility related over-time costs (i.e. HVAC, dock, elevators) incurred for any work that is tasked to take place at other than normal hours.
5.0.3 Government Provided Equipment Equipment/Powered pallet truck. The Contractor should not rely on Government-provided manual or powered pallet jacks. The Contractor shall coordinate with Government Project Manager prior to arrival for potential use, but otherwise include the furnishing and utilization of such equipment in its scope.
5.1 Key Control. The Contractor shall not be issued any keys. The keys needed to gain access to perform work will be coordinated with the Facility Manager/COR.
SECTION VI
6. GENERAL INFORMATION
6.0 Scheduling Concerns.
6.0.1 Duty Hours. The Contractor shall maintain work schedules as approved by the Government. The schedules shall take into consideration the hours that the facility can effectively perform their services without placing a burden on the personnel. The Contractor shall deliver

standard services between the hours of 8:00 AM and 4:30 PM Monday through Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. Below is a list of Federal holidays. The Contractor shall always maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce is essential.
6.1 Federal Holidays
Federal Holidays shall be observed in accordance with Office of Personnel Management policy.
The Contractor is not required to perform services on these Holidays unless agreed upon in advance. Recognized Holidays

6.2 Kickoff Meeting/Orientation Meeting
6.2.1 The Contractor shall schedule and coordinate a Contract Kick-off Meeting no later than (NLT) five (5) calendar days after contract award at the location approved by the Government.
The meeting will provide an introduction between the Contractor personnel and Government personnel who will be involved with the contract. The meeting will provide the opportunity to discuss technical, management, and logistic issues; communication process between Government and Contractor; and reporting procedures. At a minimum, the attendees shall include key Contractor personnel, Contracting Officer, key Government representatives to include the COR.
The items listed below will be the Kick-Off Meeting Agenda (as applicable):
• Introduction of personnel/Roles and Responsibilities
• Overview of project tasks
• Schedule/Scheduling
• Lines of communication (between both Contractor and Government)
• Government-Furnished Property (GFP)
• Security requirements (Installation access)

6.2.2 The Contractor will provide the Government with their participants for the Kick-off meeting for the purpose of making building access/escorting arrangements.
6.2.3 The Kick-off Meeting location will be held at the Government's facility or another designated location and the date and time will be mutually agreed upon by both parties, but no later than 5 days after award of contract.
6.3 Key Personnel
6.3.1 The following personnel are considered key personnel for purposes of the subject contract. The Contractor shall provide a Project Manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the Contractor when the Manager is absent shall be designated in writing to the Contracting Officer within five (5) calendar days of contract award. The Project Manager or alternate shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract. The Project Manager or alternate shall be available for all purposes between 8:00 AM to 4:30 PM, Monday through Friday except Federal holidays or when the Government facility is closed for administrative reasons.
6.3.2 On site contact. The following are the designated Government contact personnel between the Government and the Contractor.
• Contracting Officer
• COR
• Project Manager (End User)
• Facility Manager
6.3.3 Contracting Officer Representative. The COR will be identified by a separate letter. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract; perform the inspections necessary in connection with contract performance; maintain written and oral communications with the Contractor concerning technical aspects of the contract; issue written interpretations of technical requirements, including Government drawings, designs, and specifications; monitor the Contractor’s performance and notify both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property; and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.
6.4 Invoices.
The Contractor shall submit an original invoice after all work has been completed.
A copy of the full invoice shall also be submitted via email to Kim Jewell. Email a courtesy invoice copy to the Facility Manager to expedite receiving on services and payment processing.
The Facility Manager shall confirm that all services have been rendered.

6.5 Quality Control.
6.5.1 Quality Assurance. The Government shall rely on the Contractors’ existing quality assurance system as the method to ensure that the requirements of the contract and performance thresholds are met; however, the Government reserves the right to monitor and evaluate the quality of services provided and compliance with the contract terms and conditions at any time.
6.5.2 Quality Control Plan (QCP). The Contractor shall develop and maintain an effective quality control program to ensure services are performed IAW this PWS, applicable laws and regulations, and best commercial practices. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services with special emphasis placed on those services listed in this PWS. The Contractor’s quality control program is the means by which it assures itself that the work complies with the requirement of the contract.
6.6 Security Requirements
6.6.1 Personnel Security: The Government reserves the right to deny access to Government operated facilities to any individuals. The Contractor shall provide the names, biographic data and security clearances on all Contractor personnel who shall be used on this Contract prior to their utilization. The Contractor’s employees shall be on site only for contractual duties and not for any other business or purpose. The Contractor shall have access to the necessary office space and if necessary shall be escorted by USACE personnel.
6.6.2 Antiterrorism/OPSEC:
6.6.2.1 Access and General Protection/Security Policy and Procedures: All contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation/facility access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any installation or facility change, the Government may require changes in contractor security matters or processes.
6.6.2.2 Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05 / AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative, as NCIC and TSDB are available), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
6.6.2.3 All contract employees, including subcontractor employees who are not in possession of the appropriate security clearance or access privileges, will be escorted in areas where they may be exposed to classified and/or sensitive materials and/or sensitive or restricted areas.
6.6.2.4 Pre‐screen candidates using E‐Verify Program: The Contractor must pre-screen
Candidates using the E-verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award. *When contracts are with individuals, the individuals will be required to complete a Form I‐9, Employment Eligibility Verification, with the designated Government representative. This Form will be provided to the Contracting Officer and shall become part of the official contract file.
6.6.3 The Contractor personnel performing work under this contract shall follow all required security procedures at the facility. The Contractor shall have an electronic photo identification card which must be worn at all times, above the waist, basic security level; picture identification with name of company at the time of the proposal submission, and must maintain the level of security required for the life of the contract.
6.6.4 The Contractor shall be responsible for safeguarding all Government equipment, information and property provided for Contractor use. At the close of each work period, Government facilities, equipment, and materials shall be properly secured.
6.7 Insurance Requirements
6.7.1 Personal Injury, Property Loss or Damage (Liability). The Contractor shall assume absolute responsibility and liability for any and all personal injuries or death and property damage or losses suffered due to negligence of the Contractor’s personnel in the performance of this Contract. Prior to commencement of work hereunder, the Contractor shall furnish to the Contracting Officer per FAR regulations, proof of bodily injury liability insurance coverage written on the comprehensive form of policy. The policy shall provide for bodily injury and property damage liability.
6.7.2 The Contractor’s assumption of absolute liability is independent of any insurance policies.
6.7.3 Insurance. The Contractor, at its own expense, shall provide and maintain during the entire period of performance of this Contract, whatever insurance is legally necessary in the state of North Carolina. Certificates of insurance should be submitted to the following address:

6.7.4 Worker’s Compensation Insurance. The Contractor shall agree to provide all employees with worker’s compensation benefits as required under local laws.
6.8 Special Requirements
6.8.1 Safety. All work shall be performed in accordance with safety requirements set forth in the Corps of Engineers EM 385-1-1 referencing the most recent version, entitled “Safety and Health Requirements Manual”. In addition, all work shall be performed in accordance with safety requirements set forth by the Occupational Safety and Health Administration (OSHA), referencing the most recent version, entitled Occupational Safety and Health Standards for General Industry. The Contractor shall coordinate all work and notify the Government of any adverse impacts to the environment at the location covered under this contract. The Contractor shall protect Corps property, as well as Corps employees who may visit the area from being exposed to safety hazards.
6.8.2 Applicable Publications. The Contractor shall abide by current editions of all applicable regulations, publications, manuals, and local policies and procedures.
6.8.3 Warranty Requirements.
6.8.3.1 The Contractor shall provide the manufacturer’s warranty information on all parts and labor. The warranty shall include all shipping costs associated with any warranty repair. An industry warranty of a minimum of 1 year warranty is required to include parts, labor, and any moving mechanisms. Vendor shall provide warranty information and the selected Contractor contacts to the end user on product. The Contractor shall submit a copy of the manufacturer’s standard warranty to the COR within 30 days of contract completion.
After project has been completed, accepted, and signed off, a 1-year warranty period from date of installation completion is required.
6.8.3.2 The Contractor shall make all repairs or render service within three working days from notice by the Government, regardless of geographic location. The Contractor shall provide any replacement within twenty-one (21) working days of notification by the Government.
6.9 Closeout:
The Contractor shall be responsible for a successful closeout. They will maintain a punch list that consists of any items damaged, incorrectly installed, and/or missing product. Once all punch list items have been resolved, a post installation walk through will be conducted with the COR to finalize the installation phase. The COR will sign off on the installation phase approving and accepting all the work and services under the delivery order if it is determined that the work follows the purchase order.
SECTION VII
TECHNICAL EXHIBIT A
SCOPE OF WORK
I. GENERAL INFORMATION
It is the intent of the Wilmington District to procure commercially available services for Modular Wall Offices and System furniture installation in order to facilitate the modernization of the first floor office space. The estimated total quantity of the requirement is construction of 2 Private office spaces with modular walls, 1 reception area, with an option for 4 private office spaces. See “Schedule of Quantities” section for quantities in common spaces and offices. Contractor shall submit design options utilizing the AIS DIVI line of system furniture for the office spaces.
II. SCOPE OF WORK
The project area is approximately 25’6” x 10’ (250sqft.) for the Modular wall system, other areas are reception area and 4 private offices. The contractor shall remove existing bookcase(s) which are on tracks and prepare the space for the installation of the modular wall system and system furniture. The contractor is responsible for the following tasks: Demo, removal and disposal of book cases, All repairs to drywall/Ceilings/floors, All Electrical work, All DATA work, All Fire Suppression, All HVAC, All Lighting, Complete installation of new Modular Walls and Installation of new System furniture for all areas.
Each new office shall include the following; Modular walls from floor to ceiling, doors with side panel window (match to existing), systems furniture for office environment. System Furniture new offices shall include countertops, under-countertop filing cabinet, 2ea. Overhead lockable cabinets w/task lighting, 2ea overhead open shelfs, 1ea. White board, 1ea. Adjustable work surface (motorized), countertop depth is 24” except curved corner which is 36” deep. 2ea power and 2ea Data ports at work surface height. The reception area shall have a panel system countertop at 48” to accommodate customers/clients in the office.
For the optional work, each of the 4 private offices shall be furnished using the same system furniture for office environment, in accordance with the plans identified in Attachment B; System Furniture shall include countertops, under-countertop filing cabinet, 2ea. Overhead lockable cabinets w/task lighting, and overhead open shelfs, as specified in Attachment B. White board, 1ea. Adjustable work surface (motorized), countertop depth is 24” except curved corner which is 36” deep. The private offices will only require 2 power and 2 Data ports at work surface height, to the extent that the pre-existing furniture configuration is modified and previously utilized ports no longer are appropriately located.
Offices shall have sufficient lighting, data, and electrical provided by the contractor which shall meet all local and state building codes. On Walls with Drywall finish contractor shall provide a sound proofing material suitable for the space to provide adequate sound suppression.
Contractor shall submit design options to the COR for all offices. Approval of designs is with the Government. The design and layout shall be submitted as a Technical Package to the COR for approval before the workstations are purchased. The technical package details are listed in Technical Exhibit B.
The Contractor shall verify and document all existing building conditions and all product changes required due to any field conditions. Examples of building conditions which may vary from those shown on drawings provided or interfere with the intended location or configuration of furniture include, but are not limited to, the following: placement of wall-mounted equipment such as SIPR boxes, thermostats, fire extinguisher cabinets; window and door placement; varying column sizes; size and/or placement of build outs for mechanical chases; coordination of millwork openings for appliances; appropriate code clearance for sprinkler heads.
The Contractor shall verify and document all existing electrical and IT conditions where powered furniture is required in the contract and all product changes required due to these conditions. Examples of electrical conditions to be verified include, but are not limited to, the following: type, location and quantity of wall or flush-floor outlets for plug-in electrical systems; location, quantity and suitability of wall, ceiling or floor junction boxes for hardwired electrical systems; building electrical configuration;
requirement for sharing of neutrals. Contractor shall make all Electrical and DATA connections.
All work shall be performed in accordance with all applicable federal, state and local regulations and codes.
The Contractor shall submit written documentation of conditions that impact the furniture and the proposed revisions necessary to the Project Manager, the COR and the Contracting Officer for follow-up action. The Contractor shall Include sufficient documentation, such as a description of the existing condition, field notes, photographs, drawings, wiring schematics, etc., to identify both the issue and the solution proposed. Documentation of field conditions and issues shall be provided within five (5) days of the kickoff meeting unless otherwise coordinated with the Project Manager. If no issues requiring action exist after the kick-off meeting, the Furniture Contractor shall notify the COR and Project Manager within
(3) days of the kick-off meeting.
The Modular Wall systems and Furniture shall be delivered and installed to the US Army Corps of Engineers Headquarters Building, 69 Darlington Avenue, Wilmington, NC no later than 45 days after contract award.
The Contractor shall contact the COR at least 15 working days prior to product shipment to ensure each area will be ready for installation by the furniture install start date(s) listed in the contract. The Contractor shall coordinate item delivery and ship the goods only if the COR confirms that the area is ready. At this time, the Contractor shall ensure they fully understand all site security regulations and have started any required procedures to minimize the impact on installation personnel. The Contractor shall notify USACE POC of any issues related to the install schedule as defined in the contract.
In the event that a delay in delivery is requested by the COR, or if the Contractor is unable to confirm that the building is ready, the Contractor shall notify the COR within one (1) working day.
The Contractor shall provide the COR with a minimum of 24-hour notification prior to installation.
The Contractor shall ensure the drivers of the delivery vehicles have copies of the Purchase Order (contract) for the items being delivered in order to gain entry to the facility.
The Contractor shall start assembling and installing items in rooms upon delivery between the hours specified in the PWS.
