About this file

This is a Justification Review Document for Other than Full and Open Competition under FAR Part 12, prepared by the 107th Mission Support Base Contracting Office for a fiber optic installation services procurement.

The contracting activity seeks to procure firm-fixed-price sustainment, renovation, and modernization (SRM) services valued at $119,377.45 to install 26 linear feet of 2-inch diameter electric metallic tube (EMT) conduit supporting multiple fiber communications wiring runs within Building 901 at Niagara Falls Air Reserve Station, New York. The work is part of an ongoing whole facility renovation project (Project #RVKG 08-2001). The justification cites 10 United States Code 3204 as implemented in RFO FAR 12.102(a) for acquisitions valued at or below the simplified acquisition threshold with only one available source. Working Knowledge Cabling and Communication Services is identified as the sole-source contractor based on their existing role as the IT/communications sub-contractor on the facility renovation project, their in-depth knowledge of required work, established supplier relationships, and familiarity with applicable Uniform Facility Criteria (UFC) requirements. The document notes that undocumented fiber communications lines were discovered during demolition, and relocating these runs to protected EMT conduit is necessary to protect new fiber installations and maintain project timeline. Cost reasonableness was determined through comparison of quoted material prices to commercially available prices and labor rates to comparable communications installation work. Certified cost or pricing data was waived as the contract qualifies as commercial under FAR 15.403-2(b)(3). The procurement was approved by SMSgt Philip Rott, Contracting Officer, on 18 May 2026.

Justification and Approval for Other than Full and Open Competition – FAR Part 6

1. Contracting Activity: 107th Mission Support Base Contracting Office

2. Description of Action: Firm-Fixed Priced contract for Sustainment, Renovation, and Modernization (SRM) services to install 26 linear feet of 2” diameter electric metallic tube (EMT) conduit the support multiple fiber communications wiring runs inside of the ongoing whole facility renovation Project #RVKG 08-2001 Renovate Operations & Training Facility, Building 901, Niagara Falls ARS, NY.

3. Description of Supplies/Services: Provide, install, and program intrusion detection and access control system to ensure security of facility and secure portions of the facility. As a tenant unit, we must install a system compatible with the host front-end Advantor system for security. The estimated value for these services is $119,377.45.

4. Authority Cited: 10 United States Code 3204 as implemented in RFO FAR 12.102(a) For acquisitions valued at or below the simplified acquisition threshold (SAT) and only one source is available.

5. Reason for Authority Cited: During demolition of the ongoing Building 901 renovation project un-documented fiber communications lines were discovered above the dropped ceiling in the basement. The fiber communications wire runs were substantially longer than needed and were taking up ceiling / head height room that was needed by the facility’s new mechanical ductwork. The fiber runs were determined by the 107th Communications Squadron as integrally supporting the real-world 24/7/365 mission that the 107th Attack Wing as a whole supports. A pre-coordinated authorized service interruption (ASI) was needed to be scheduled in order to accomplish the needed work, thereby delaying the eventual re-location of the runs. To protect the new fiber runs, and to provide a coordinated finished look, the new strands of fiber would instead have their path altered and going forward be placed in 2” EMT for protection.

6. Efforts to Obtain Competition: Working Knowledge Cabling and Communication Services is the current IT / communications sub-contractor on site for the facility renovation project and as such already has in-depth knowledge of the work needing to be performed and has already been sourcing and installing similar materials. It is therefore reasonable to utilize them to perform the needed communications fiber path relocation work. Soliciting for competition would directly and negatively impact the follow-on tasks needed to keep the overall construction timeline on track. Working Knowledge is also entirely aware of all applicable Uniform Facility Criteria (UFC) requirements to provide a fully compliance installation.
