About this file

This is a Sole Source Justification memorandum for a brand name equipment procurement by the Washington Army National Guard's U.S. Property and Fiscal Office for Washington.

The procurement involves three Tesla TI3000 GPU-24 Ground Power Units, with a total estimated cost of $33,661.77. These units are required as lifecycle replacements for original equipment to support extended electronic maintenance troubleshooting, aircraft start assists, and off-site operations for both LUH-72A and LUH-72B model airframes. The Tesla TI3000 GPU-24, manufactured by Tesla, Inc., is the original equipment GPU provided by Airbus for the LUH-72 fleet and delivers a precise 28.5 vDC output with fine-tuned Hz, Wattage, and Amperage regulation. The unit provides 3,000 peak starting amps to meet the high-torque demands of the UH-72B model and includes 46 amp-hours of continuous internal battery capacity, enabling sustained avionics troubleshooting and off-site engine starts in austere environments.

The justification cites FAR 6.302-1 (Only One Responside Source) authority under 10 U.S.C. 2304(c)(1) or 41 U.S.C. 3304(a)(1). Extensive market research concluded that Tesla, Inc. is the sole company manufacturing a product capable of meeting the LUH-72A/B strict electrical requirements, as other existing systems lack the required precision electrical regulation and safety parameters. The procurement will be publicized in accordance with FAR 6.305, FAR 5.102(a)(6), and FAR 13.106-1(b). The single interested source is Tesla Industries INC, with point of contact Jennifer Sanchez. The contracting officer approved the sole source justification on the condition that price fairness and reasonableness will be determined at time of award.

Text6: The Tesla TI3000 GPU-24, manufactured by Tesla, Inc., is the original equipment GPU provided by Airbus for the LUH-72 fleet. It is designed to provide clean, regulated power for engine starts and sustained maintenance. It delivers a precise 28.5 vDC output with fine-tuned Hz, Wattage, and Amperage regulation to ensure the safe operation of sensitive avionics without exceeding allowable tolerances. Operationally, the unit provides 3,000 peak starting amps to meet the high-torque demands of the UH-72B model, alongside 46 amp-hours of continuous internal battery capacity. This enables sustained avionics troubleshooting and off-site engine starts in austere environments.
Text7: 33661.77
Text8: The UH-72A/B (Airbus EC145 variant) avionics suite requires a precise 28.5 VDC output with strictly regulated power characteristics. The Tesla TI3000 GPU-24 is uniquely engineered to meet these precise limits as it was the originally fielded equipment. The standard military Aviation Ground Power Unit (AGPU) exceeds these allowable tolerances and is expressly unauthorized for use on the LUH platform due to the high probability of catastrophic electrical damage to the aircraft’s avionics.

Text10: Extensive market research was conducted to find potential alternatives; however, the research conclusively determined that Tesla, Inc. is the sole company manufacturing a product capable of meeting the LUH-72A/B strict electrical requirements. Other existing systems (including the standard military AGPU) produce generic 28 vDC power but lack the precision electrical regulation and safety parameters required by the LUH-72A/B.
List Box11: []
Text12: Market research confirmed that no other vendor produces a portable unit capable of generating the 3,000 peak starting amps required for the LUH-72B model while remaining safely backward-compatible with the LUH-72A. The Tesla unit is the standardized, TM-authorized power source for the airframe. A formal quote has been obtained directly from the manufacturer, confirming its unique suitability.

Text28: This action is to procure three Tesla TI3000 GPU-24 Ground Power Units. This equipment is required as a lifecycle replacement for original equipment to support extended electronic maintenance troubleshooting, aircraft start assists, and off-site operations for both the LUH-72A and LUH-72B model airframes. This procurement is necessary to ensure the continued safe operation of the LUH-72 A/B aircraft and mitigate risks to personnel and equipment.

Text2: The procurement of the Tesla TI3000 is not merely a maintenance convenience; it is a critical operational readiness requirement. The originally fielded units are past their 12-year service life. It is critical to note that standard military Aviation Ground Power Units (AGPUs) are explicitly unauthorized for use on the LUH-72 airframe due to the risk of severe avionics damage, leaving the unit with no standard-issue alternative. The Tesla GPU resolves this capability gap by offering dual functionality: it can be plugged in and used continuously at the aviation facility for sustained hangar maintenance, while its highly portable design allows it to be easily transported for off-site operations. This portability directly enables real-world Support and Security missions, allowing crews to perform on-site electronic troubleshooting and execute rapid start assists in the field. Without this authorized, portable power source, an aircraft experiencing a minor electrical fault or a depleted onboard battery would be grounded in a remote location, severely degrading mission capability and requiring complex, costly recovery operations.
