About this file
This document is a Brand Name Justification for other than Full and Open Competition memorandum from the Washington Army National Guard, dated 05/30/2019, for a TEAL 2 System 2.4 -2 Pack Sys-2G4-2PK-T2 drone procurement. The procurement is for a firm fixed price order, with a total estimated cost of $35,850.16, specifically justifying a sole-source acquisition from GSA as the mandatory supply source.
The TEAL 2 SUAS (Small Unmanned Aerial System) package includes an Air Controller, 2.4GHz Hadron Payload with imaging capabilities, battery/charger kits, transport and tactical cases, field repair kits, and accessories. The justification notes that this drone will enable the 1-303d Squadron to efficiently transfer unique intelligence, surveillance, and reconnaissance (ISR) capabilities, addressing a critical combat readiness gap in the National Guard's equipment inventory. The procurement is being conducted under federal acquisition regulations with the intent to publicize the solicitation on sam.gov to maximize potential competition.

| Text2: 1. The immediate divestment of Raven Systems within A TRP, B TRP, and C TRP, 1-303d creates an equipment, training, and unacceptable war-fighting capability gap. As a combat arms unit in the National Guard, we have a duty to maintain a ready-to-deploy posture at all times. To deploy without the capability to conduct Intelligence, Surveillance, and Reconnaissance (ISR) will inherently leave us exposed and put Soldiers in unnecessarily and avoidable risk. The 1-303d CAV Squadron has divested all Ravens as directed with no definitive ETA on when the DoD and NGB expects to field a replacement. |
2. The Teal 2 SUAS would allow the 1-303d to efficiently transfer their unique skill set to cover the ISR capability gap. With the COTS purchase of the SUAS, the Squadron will maintain war-fighting readiness and train and maintain subject matter experts capable of training external units on new SUAS that will be fielded to the Washington National Guard in the future. Teal 2 availability will assist to retain Soldiers who enlisted in a UAS MOS.
