About this file
This is a Justification Review Document for a single source procurement by the National Guard Bureau's 107th Mission Support Contracting office. The requirement is for SureFire model SOCOM556-MINI4-BK M4 rifle sound suppressors and SureFire model SF3P-556-1/2-28 M4 rifle flash suppressors. The contract action is a new, firm fixed price purchase funded through Operations and Maintenance (O&M) Air accounts, with the requirement having not been previously procured.
The justification for sole source procurement under RFO 12.102(a) is based on compatibility and operational continuity. The National Guard cites that SureFire equipment is already in current inventory and personnel are trained on these specific models. The suppressors are compatible with existing M4 rifles, provide proven flash prevention and noise reduction capabilities, and generate low back pressure to prevent excess gas discharge into the shooter's face, reducing eye and lung issues. The requiring activity asserts that alternative brands would necessitate complete weapons inventory overhaul at high cost and would degrade operational readiness during retraining. The contracting office will pursue competition through a 100% Small Business set-aside combined solicitation and synopsis posted to SAM.gov, with the signed justification also posted for transparency. The document certifies fair and reasonable pricing and was dated July 8, 2026.

c. Demonstrate, in Detail, Why This Specific Item or Service, is the Only One That Meets Your Requirements
The SureFire brand equipment are already in the current inventory and are routinely being trained with. The SureFire brand sound & flash suppressors are compatible with the existing M4 rifles and have a proven track record of both preventing flash detection and audible pinging while on the range and while in real-world usage. The low back pressure provided by the SureFire brand sound and flash suppressors work to prevent excess gas from being discharged into the shooter's face, reducing eye and lung issues. No other brand M4 rifle sound & flash suppressors provide the required capabilities that will integrate into the existing weapons inventory.
5a. HAS THIS BEEN PREVIOUSLY PROCURED?
Yes, details are below. No.
6a. AUTHORITY CITED
RFO 12.102(a) For acquisitions valued at or below the (SAT), document the decision that only one brand is available and the basis for the decision.
b. Reason for Authority Cited SureFire is the manufacturer of the required M4 rifle sound & flash suppressors. These brand sound & flash suppressors will permit the military organization to "train how they fight," enabling it to be a highly organized, efficient, and effective force when needed. Other brand sound & flash suppressors would necessitate a complete overhaul of the existing weapons inventory which would bring with it a high cost. Operational readiness would be highly degraded while all affected unit members re-training using different brand sound & flash suppressors.
