About this file
This is a Justification Review Document (Single Source Determination) from the National Guard Bureau dated September 23, 2025, justifying a non-competitive procurement for Crye Precision brand uniform items.
The 107th Mission Support Contracting activity, on behalf of the 274th Air Support Operations Squadron, is procuring Crye Precision brand hot weather field shirts, hot weather field pants, hot weather combat shirts, and hot weather combat pants under a new Firm Fixed Price contract funded by O&M, Air appropriations. The justification cites RFO 12.102(a), which permits single-source acquisitions at or below the Simplified Acquisition Threshold when only one brand is available. The contracting officer has determined that Crye Precision uniform items are the sole source meeting the requirement because they uniquely provide near-infrared (NIR) signature management allowing service members to blend into surrounding environments when viewed through night vision devices (NVDs). Additionally, these items incorporate DRIFIRE material with moisture-wicking knitting that provides required flame resistance properties, preventing uniforms from melting or adhering to service member skin during flash fire events. The justification indicates this procurement was not previously awarded and notes that Crye Precision is both the manufacturer and has authorized resellers. The contracting office will post a 100% Small Business set-aside combined solicitation and synopsis to SAM.gov to seek competition for this brand-name requirement, and the signed justification will also be posted to SAM.gov to increase transparency and competition awareness.

Additionally, Crye Precision brand uniform items provide the required flame resistance properties through the use of their DRIFIRE material that integrates with their moisture-wicking knitting which prevents flash fires from causing uniform items from melting and adhering to any covered service member skin.

RFO 12.102(a) For acquisitions valued at or below the (SAT), document the decision that only one brand is available and the basis for the decision.

These brand uniform items will permit the military organization to all be equipped the same and permit both in-garrison training and downrange operations to be conducted in a streamlined and uniform manner.
