About this file

This is a Request for Quotation (RFQ) for the production and distribution of proficiency testing samples for the Laboratory Response Network for Chemical Threats (LRN-C) issued by the Centers for Disease Control and Prevention (CDC).

The CDC seeks an ISO 17034-accredited vendor to produce and deliver proficiency testing (PT) samples for ten chemical detection methods across a five-year period (base year plus four option years). The contractor must deliver 10 samples per event to CDC for three proficiency testing events per year for each method, with sample delivery occurring the week before scheduled events. The ten methods include: Cyanide in Whole Blood, Nitrogen Mustard Metabolites in Urine, Nerve Agent Metabolites in Serum and Urine, HNPAA in Urine, Sulfur Mustard Metabolites in Serum and Urine, Abrine/Ricinine in Urine, Tetramine in Urine, and Volatile Organic Compounds in Serum. Each method requires samples spiked at specific analyte concentrations within defined ranges, stored in appropriately sized cryovials at -80°C, and labeled with unique barcoded sample IDs. The contractor must also provide event summary spreadsheets documenting sample IDs, nominal concentrations, and recipient laboratories. Samples must meet an 80% acceptance quality level where concentrations fall within ±30% of the nominal concentration established by network results. The RFQ is unrestricted with questions due by April 30, 2026, at 1:00 PM ET and offers due by May 12, 2026, at 2:00 PM ET. Evaluation will use a Lowest Price Technically Acceptable approach based on technical approach, similar experience, and pricing. The contract includes four one-year option periods, with all pricing terms firm fixed price.

Title: Production and Distribution of Proficiency Testing Samples for LRN-C

SECTION 1 – BACKGROUND

The Emergency Response Branch (ERB) of the Centers for Disease Control and Prevention/National Center for Environmental Health/Division of Laboratory Sciences (CDC/NCEH/DLS) is responsible for improving the detection, diagnosis, treatment, and prevention of disease from exposure to synthetic and naturally occurring chemical threat agents in order to protect the public health in the event of a chemical emergency. To achieve this end goal, ERB must develop effective and valid clinical methods for measuring chemicals and their metabolites in biological fluids, assure the quality of these methods, transfer these methods to other public health organizations including members of the Laboratory Response Network for Chemical Threats (LRN-C), and apply these methods to incidents of suspected exposure.

ERB has been tasked with providing ongoing laboratory improvement support for the LRN-C. To fulfill this request, ERB has identified a need for the development of reference materials for proficiency testing, calibration, and quality control programs for the detection of biomarkers for exposure chemical threat agents.

SECTION 2 – PURPOSE/OBJECTIVE

The objectives of this task are to obtain spiked samples in biological matrices necessary for accomplishing ERB’s mission to maintain a proficiency testing program for toxic chemicals of interest in order to support the measurement of exposures to chemical threat agents. This requirement includes planning, producing, and distributing proficiency testing materials in support of ERB’s chemical emergency preparedness and response goals.

SECTION 3 – SCOPE OF WORK

The primary purpose of this project is to obtain proficiency testing samples from an ISO 17034 provider to support response activities for toxic chemicals of interest. The contractor shall produce a homogeneous lot for each proficiency testing event that meets the criteria listed below. The contractor shall provide ten samples per paid participant per event with three proficiency testing events per award year for each method identified in the Description of Methods table below. The contractor shall label and barcode each sample with a unique sample ID (up to ten digits) with a format provided by ERB. Since these will be used for assessment, the nominal concentration shall not be on any label or paperwork sent to the participating laboratories. Proficiency testing events will occur on a schedule provided by ERB, with sample delivery to occur on the week preceding the scheduled event. Spiking concentrations for each sample in each event will be provided by ERB upon contract award.

** These PT samples shall be made available for purchase, at the prices provided in Attachment 1 - Services and Prices-Cost for Participants, by LRN-C laboratories that participate in proficiency testing for this method at the same price attributed to each task listed below. This objective supports ERB’s mission and requires a flexible and multi-faceted approach including the key tasks provided in the Task List below.

** The prices associated with this contract are exclusively for the materials to be delivered to the CDC

ONLY. See Attachment 1 - Services and Prices-Cost for Participants.

Part A – Provision

HHSAR 352.239-78 Information and Communication Technology Accessibility Notice (MAR 2024)

(DEVIATION)

[(a) Any offeror responding to this solicitation must comply with established HHS Information and Communication Technology (ICT) accessibility standards. Information about Section 508 is available at https://www.hhs.gov/web/section-508/index.html.

(b) The Section 508 accessibility standards applicable to this solicitation are stated in the clause at 352.239-79 Information and Communication Technology Accessibility. In order to facilitate the Government’s determination whether proposed ICT supplies, products, platforms, information, and documentation meet applicable Section 508 accessibility standards, offerors must submit an appropriate HHS Section 508 Accessibility Conformance Checklist (see https://www.hhs.gov/web/section-508/accessibility-checklists/index.html) or an Accessibility Conformance Report (ACR) (based on the Voluntary Product Accessibility Template (VPAT) see https://www.itic.org/policy/accessibility/vpat), in accordance with the completion instructions. The purpose of the checklists and conformance reports are to assist HHS acquisition and program officials in determining whether proposed ICT supplies, products, platforms, information, and documentation conform to applicable Section 508 accessibility standards. Checklists and ACRs evaluate—in detail—whether the ICT conforms to specific Section 508 accessibility standards and identifies remediation efforts needed to address conformance issues.

(c) If an offeror claims its supplies or services meet applicable Section 508 accessibility standards, and it is later determined by the Government, i.e., after award of a contract or order, that supplies, products, platforms, information, documentation, or services support delivered do not conform to the described accessibility standards, remediation of the supplies, products, platforms, information, documentation, or services support to the level of conformance specified in the contract will be the responsibility of the Contractor at its expense.

(d) In order to facilitate the Government's determination whether proposed ICT supplies meet applicable Section 508 accessibility standards, offerors must submit an Accessibility Conformance Report, in accordance with its completion instructions and tailored to the requirements in the solicitation. The purpose of the Report is to assist HHS acquisition and program officials in determining whether proposed ICT supplies conform to applicable Section 508 accessibility standards. The template allows offerors or developers to self-evaluate their supplies and document, in detail, whether they conform to a specific Section 508 accessibility standard, and any underway remediation efforts addressing conformance issues. Instructions for preparing the Template are available at https://www.section508.gov/.

(e) Additionally, offerors must provide enough information to assist the Government in determining that the ICT services conform to Section 508 accessibility standards, including any underway remediation efforts addressing conformance issues.

(f) Respondents to this solicitation must identify any inability to conform to Section 508 requirements. If an offeror claims its supplies or services meet applicable Section 508 accessibility standards, and it is later determined by the Government, i.e., after award of a contract or order, that supplies or services delivered do not conform to the described accessibility standards, remediation of the supplies or services to the level of conformance specified in the contract will be the responsibility of the Contractor at its expense.

(g) Items delivered as electronic content must be accessible to HHS acceptance criteria. Checklist for various formats are available at http://508.hhs.gov/. Materials, other than items incidental to contract management, that are final items for delivery should be accompanied by the appropriate checklist, except upon approval of the Contracting Officer or Contracting Officer’s Representative.
