The Centers for Disease Control and Prevention intends to award a sole source, firm fixed price purchase order to the American Hospital Association (AHA) for maintaining and continuing licenses to access AHA's proprietary databases and associated services. The contract is with the Office of Public Health Data, Surveillance, and Technology (OPHDST/IDD/ADB). The services include access to AHA's Annual Survey Database, Healthcare IT Database, Payment and Financial databases, along with associated software, online tools, virtual training, and technical and consultative support.
AHA's Annual Survey Database profiles over 6,200 hospitals and 400 health care systems nationwide, containing more than 1,300 hospital data points covering organizational structure, beds and utilization, staffing, expenses, accreditations, and telehealth capabilities. The Healthcare IT Database provides information on over 2,600 hospitals regarding IT implementation and is recognized as the most reliable source for hospital IT adoption data, including national EHR adoption rates. AHA also provides financial module data as a third-party database service. The government has authorized this sole source procurement under FAR 13.106-1(b) (SAP). All responsible sources may submit a capability statement, proposal, or quotation by Monday, November 16, 2026, at 10:00 AM EST to Sandra Adams at ab41@cdc.gov. The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to American Hospital Association (AHA) for the Office of Public Health data, Surveillance, and Technology, OPHDST/IDD/ADB, to maintain and continue licenses to access AHA’s proprietary Annual Survey, AHA Healthcare IT, Payment, and Financial databases, and associated software, online tools, virtual training, and technical /consultative support.
The American Hospital Association, Inc. (AHA) conducts multiple surveys with hospitals to include the Annual Survey, which is the main survey that profiles a universe of 6,200+ hospitals and 400 health care systems throughout the United States. Comprising over 1,300+ hospital data points gathered directly from the source, the AHA Annual Survey Database (ASDB) offers facility-level insights on different topics including organizational structure and affiliations; beds and utilization; staffing with physicians included; expenses; accreditations and approval codes; and telehealth and remote patient monitoring. AHA also provides a Healthcare IT Database which provides information on several healthcare IT indicators that illustrate the depth and level of technology integration within hospitals. The database contains hospital level information on over 2,600 hospitals. This IT survey is the most reliable source of hospital IT implementation information available and is used as a foundation for national research and government studies, including national EHR adoption rates. In addition to these surveys, AHA also provides financial module data, a third-party database developed by AHA largely as a service/support element for clients of the AHA ASDB. AHA’s survey data is the only available data source solely focused on hospital and health system characteristics.
This contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP). All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
This notice of intent is not a request for competitive quotations; however, all quotations / responses received within 13 days of the issuance of this notice shall be considered by the government. A determination by the government not to compete this proposed contract, based upon responses to this notice, is solely within the discretion of the government.
Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotations/responses should be emailed to Sandra Adams, at ab41@cdc.gov, by Monday, Nov 16, 2026-
