About this file
This is a Justification for Other than Full and Open Competition (JOFOC) document for a sole-source procurement of Redwood RunMyJobs Software and Maintenance Subscription Renewal by the United States Census Bureau.
The United States Census Bureau's Acquisition Division, on behalf of the Decennial Information Technology Division (DITD), seeks to issue a Firm Fixed Price Purchase Order on a sole-source basis to Redwood Software International, Inc. for renewal of the RunMyJobs On-Premise Software and Maintenance Subscription. The 36-month lifecycle consists of one 12-month base period (04/01/2026 – 03/31/2027) and two 12-month option periods (04/01/2027 – 03/31/2028 and 04/01/2028 – 03/31/2029). The NAICS code is 513210 (Software Publishers). Subscription support and services include 24x7 Service Level 1 Support, migration and onboarding, consulting and implementation services, and online training through Redwood University. The software manages the entire Geography Division's production batch processing, controls millions of production batch processing jobs, and integrates with Oracle databases to support the Master Address File/Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) system. The justification asserts that RunMyJobs provides four critical functionalities unavailable in competitor solutions: PL/SQL metadata repository containing batch job metrics, PL/SQL Application Program Interface (API) capabilities for Oracle integration, job chaining for linked program series, and load balancing for distributed task processing. Market research evaluated JAMS Enterprise Job Scheduling Software and Altair Engineering PBS Professional as alternatives but determined both lack required Oracle integration and critical data validation capabilities. The government has used RunMyJobs (formerly Cronacle) since 2008, and switching platforms would require extended testing, staff retraining, and an Authority to Operate process taking upwards of one year, causing unacceptable operational delays. Redwood Software International is identified as the sole owner and sole distributor of RunMyJobs intellectual property rights and holds no Federal Supply Schedule (FSS) or Government-Wide Acquisition Contract (GWAC). The Contracting Officer determined the anticipated ceiling price fair and reasonable based on historical data and independent government cost estimate comparison.

Redwood RunMyJobs Software and Maintenance Subscription Renewal
Solicitation Number: 041127-26-0037

The Anticipated Ceiling Price of this procurement has been determined to be fair and reasonable based on historical data and comparison against the Independent Government Cost Estimate (IGCE). Furthermore, the Contracting Officer will seek additional discounts where possible.
8. A DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND RESULTS, OR THE REASON
MARKET RESEARCH WAS NOT CONDUCTED.
The Market Research Team conducted Market Research by utilizing historical acquisition information, personal knowledge in procuring supplies and/or services of this type, internet searches, a review of Government and/or Commercial Databases for relevant information, Source Lists for identical or similar items obtained from Government, Professional, and/or Industry sources, and Industry best practices.
The Market Research Team started by comparing historical data and past award analysis. Thus, establishing that DITD and GEO have been procuring RunMyJobs (formerly Cronacle) software maintenance and support since 2008. Initial procurements had a perpetual licensing model and then in 2022, the Vendor switched to a subscription-based model while also renaming this product itself. Cronacle became RunMyJobs.
The Market Research Team reviewed internal and external alternatives that provide similar functionally that might address the stated need. GEO/DITD then reviewed the capabilities of the following production batch processing software:
1. JAMS Enterprise Job Scheduling Software
2. Altair Engineering PBS Professional
3. RunMyJobs
It was determined that JAMS cannot be used for the MAF/TIGER production as it does not integrate with Oracle which is required for the GEO/DITD solution.
RunMyJobs and PBS Professional are batch queuing systems for a large number of jobs to include task manager capabilities. However, PBS Professional does not ensure files and data are complete and accurate by verifying specific conditions such as record counts, timestamps, size and wildcard name pattern matches, prior to starting processes. Additionally, migrating to PBS Professional would result in unacceptable delays and substantial duplication of cost that cannot be recovered through competition, as its software does not interface efficiently with GEO/DITD developed in-house products. Meanwhile, RunMyJobs is already embedded in current processes.
GEO/DITD identified four critical functionalities that RunMyJobs provides that are not available in any of Workload Automation and Job Scheduling Software solutions. See Table in Section 5 of this Document.

JAMS and PBS Professional did meet the four critical functionalities listed in the Section 5 Table. Therefore, in the case of meeting this requirement to support the MAF/TIGER production, RunMyJobs must continue to be used.
If DITD/GEO selected a new implementation, an Authority to Operate (ATO) process takes upwards of a Year for an approval, while extensive testing will need to be done to address the needs of the missing Critical Functionalities. The loss of productivity associated with a transition to a new software would significantly impact the mission of the Bureau, causing significant, unacceptable delays.
It has been determined that the requirements of this acquisition meet the definition of commercial products. Market Research for this requirement included research of the Commercial Marketplace and the necessary considerations applicable for proper planning, solicitation, evaluation, and award of a Contract/Order.
Based on the market research conducted, it has been determined that RunMyJobs is commercially and that Redwood Software International, Inc. ( ) is the only Vendor capable of providing the necessary product as they are the sole Proprietor and sole Distributor of their software and services.
9. ANY OTHER FACTS SUPPORTING USING OTHER THAN FULL AND OPEN COMPETITION
Not Applicable.
10. A LISTING OF THE SOURCES, IF ANY, THAT EXPRESSED IN WRITING AN INTEREST IN THE
ACQUISITION:
None.
11. ACTIONS THAT THE AGENCY WILL TAKE TO REMOVE OR OVERCOME ANY FUTURE
BARRIERS TO COMPETITION BEFORE ANY SUBSEQUENT ACQUISITION FOR THE SUPPLIES
OR SERVICES REQUIRED:
The USCB is making a concerted effort to implement solutions that utilize open-source software that can be acquired from and supported by multiple sources. Prior to a subsequent acquisition the USCB will perform additional focused market research including the publication of this Justification along with the Request for Quote pursuant to RFO FAR 6.301 for the required timeframe as stated in RFO FAR Part 5 on the SAM.gov website. In addition, utilizing the results of the market research the USCB will perform a detailed analysis to develop a detailed timeline, Cost Estimate, and Acquisition Strategy or other approaches to remove potential barriers to competition.
