About this file

The document is a Small Business Subcontracting Plan Template, designed to outline proposed subcontracting goals across multiple contract periods. The template provides a structured framework for prime contractors to detail their planned subcontracting allocations, broken down into base and four option periods, with specific categories for small business subcontracting. These categories include Small Business, Small Disadvantaged Business, Women-Owned Small Business, HUB Zone Small Business, Veteran-Owned Small Business, and Service Disabled Veteran-Owned Small Business.

The template instructs contractors to enter total contract values, calculate the percentage of dollars to be subcontracted, and allocate subcontract amounts across the specified small business categories. Notably, the instructions clarify that small business categories are not mutually exclusive, allowing a single subcontractor to be counted in multiple categories if they meet various certification criteria. This approach enables prime contractors to demonstrate comprehensive support for diverse small business segments while providing transparency in subcontracting commitments.

Item C: For categories (1) thru (6), enter the dollar amounts to be subcontracted to each category of small business. Small business categories are not mutually exclusive; subcontract dollars may be attributed to as many categories as are applicable. For example, the dollars subcontracted to a self-certified woman-owned and service-disabled veteran –owned small business that is also certified by SBA (on SAM) as a small disadvantaged and HUBZone business should be counted in each of the six categories. Calculate the percentage of line B.
