About this file
This is an Independent Government Cost Estimate (IGCE) template and sample document for the Department of Labor's solicitation 1605C2-26-R-00004, "Growing Quality Registered Apprenticeship Programs through Industry Intermediaries." The file provides instructions and examples for preparing cost estimates for federal contracting purposes, along with a blank template for completing future estimates.
The sample IGCE demonstrates cost estimation for a Bureau of Labor Statistics requirement involving Tableau Software Analysis and Support, with a base period from June 1, 2022 through May 31, 2023, and four option periods extending through May 31, 2027. The estimate includes material/supplies costs (statistical publications) and labor categories (Economist, Statistician, and Program Manager) with hourly rates ranging from $75.00 to $84.41 per hour across the contract periods. A 3% annual escalation is applied to each option period based on the BLS Consumer Price Index. The total contract value with all options is $629,530.87. The document provides guidance on data entry requirements, including originating office information, project and contract numbers, quantity and unit price specifications, and rationale documentation. Sources for cost estimates may include GSA Schedules, catalogs, previous buys, published price lists, market surveys, or other methods. The template requires preparer signature, contact information, and a narrative explanation of how the estimate was derived.

Narrative:
I prepared this IGCE by reviewing the pricing of three vendors on GSA IT Schedule 70.
I completed my review on January 4, 2022.
I calculated the average of the vendors' hourly rates and unit prices to develop the base year pricing.
A 3% escalation was applied to each of the option periods, based on the BLS Consumer Price Index released on January 10, 2022.
