Statement of Work
Title: Atlanta Lactation Program
Period of performance of this contract is: 7/30/2024 to 7/29/2029 Base Period: 7/30/2024 to 7/29/2025 Option Period One: 7/30/2025 to 7/29/2026 Option Period Two: 7/30/2026 to 7/29/2027 Option Period Three: 7/30/2027 to 7/29/2028 Option Period Four: 7/30/2028 to 7/29/2029
SECTION 1 – BACKGROUND
Breastfeeding offers important health benefits to the nursing infant. The American Academy of Pediatrics (AAP) recommends that infants be exclusively breastfed for about the first 6 months with continued breastfeeding alongside introduction of appropriate complementary foods for l year or longer. The World Health Organization also recommends exclusively breastfeeding up to 6 months of age with continued breastfeeding along with appropriate complementary foods up to 2 years of age or beyond. Healthy People 2020 goals are that 82% of all mothers initiate breastfeeding, 61% continue to breastfeed for at least 6 months, and 34% of moms are nursing at age one. For a number of years CDC has provided a lactation support program for women who have recently given birth and have committed to continue breastfeeding after returning to work.
Our 2017 program statistics indicate 16% of participants' breastfed at least 6 months and 66% breastfed 12 months or more. CDC views this program as being highly effective and offers many advantages for both infant and mother, which include the following: (a) breastfeeding offers important health benefits to the nursing infant and mother; (b) breastfed infants are healthier; (c) and mothers who participate in this program miss work less often and transition back to work more easily decreasing the duration of maternity leave. Providing the lactation support program demonstrates a commitment to families and employees and demonstrates leadership in promoting maternal and child health thus actively supporting the CDC mission. Since program inception, CDC management has confirmed their commitment to provide a supportive environment, equipment, facilities, and lactation support by offering a superior program to employees.
The lactation program is an essential component of our Work Life Programs available to help employee's better balance work and personal responsibilities. In addition, it can reduce staff turnover and help retain skilled employees after the birth of a child. Due to continued growth of this program and the high percentage of employee's breastfeeding beyond one year, the program was expanded to provide prenatal breastfeeding classes every other month and monthly breastfeeding discussion groups. Our classes and discussion groups continue to experience increased enrollment further enforcing the need for program expansion. The monthly discussion groups provide open dialogue to allow expectant mothers and mothers of nursing infants and toddlers to establish a network of support, discuss various stages of breastfeeding, share information and solutions, and advocate an employer-friendly breastfeeding environment. The peer-to-peer support provided by the monthly discussion group has shown to be one of the most crucial components in the sharing of breastfeeding experience. Education of new mothers and their partners and social support of employer-supported programs such as this will assist in increasing breastfeeding rates. Research continues to indicate new benefits of breastfeeding that only add to the many reasons why a program of this nature is imperative in the Federal workforce.
