1 - Performance Work Statement

Performance Work Statement (PWS) For Preventative Maintenance for Access Control System/Dorm Room Access

PART 1 GENERAL INFORMATION

1.1. Description of Services/Introduction:

The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and non-personal services necessary to perform Preventative Maintenance for Access Control System and dorm room access for 174 dorm rooms as defined in this Performance Work Statement (PWS), except as Specified in section Part 3 as government furnished property and services. The contractor shall perform to the standards in this PWS.

1.2. Background:

The mission of the Mine Safety and Health Administration (MSHA) is to protect the safety and health of the nation’s miners. The National Mine Health and Safety Academy was constructed on 74 acres in the early 1970s with the intent to provide a self-contained training facility for the Agency and the mining industry. Mining professionals from across the United States and many foreign countries come to the Academy for health and safety training. The Academy complex, which opened in 1976, consists of 9 buildings, seven of which are inter-connected, making up 347,410 square feet and includes classrooms and laboratories accommodating 600 students, a residence hall of 174 lodging rooms, a cafeteria, a library, auditorium, and wellness facilities. The National Mine Health and Safety Academy was constructed on 74 acres in the early 1970s with the intent to provide a self-contained training facility for the Agency and the mining industry. 1.3. Objectives:

The primary objective of this effort is for the contractor to perform routine repairs, inspections, and preventive maintenance on customer listed equipment in order to maintain the security system in constant operational order and respond to service calls.

1.4. Scope:

The Contractor shall provide a Preventive Maintenance Service Agreement by completing four annual preventive maintenance inspections and testing during regular quarterly visits to give peak performance and minimize repair interruptions and downtime on the security system equipment listed at NMH&S Academy in Beaver, WV. The inspections shall include:

• Complete testing during regular visits to give maximum performance and to minimize repair interruptions and down-time of equipment listed in section 5.

• Field cleaning, calibration, and verification of proper operation.

• Taking and recording Strategic voltage/ current measurements, comparing to manufacturers' data, and making corrections as required.

• Repair and service of Allegion/Schlage wireless door locks to include providing compatible batteries.

• Inspect, repair, and provide software updates to Lenel OnGuard ADV64.

The contractor shall also monitor, provide, and install software updates for all parts of the security system as needed in order to ensure peak performance and provide a safe environment for students and staff.

(All equipment requirements of this PWS shall comply with the standards set forth in the Federal Information Processing Standards

(FIPS) 201)

• The Contractor shall provide sufficient on-site training to selected personnel if any software or hardware updates are required. The training shall cover hardware and software and include all aspects of routine system operation, maintenance, and basic troubleshooting procedures.

• Contractor shall remove and properly dispose of waste products generated during this contract

1.5. Period of Performance:

The period of performance shall be for one (1) Base Period of twelve months with four (4) option periods of twelve months each. The Period of Performance reads as follows:

1.6.4. Recognized Holidays:

The Contractor is not required to perform services on the following holidays

The Federal Government observes the following holidays and Federal buildings will be closed. Federal contractors shall not perform s ervices under this contract on the following holidays:

1.6.5. Hours of Operation/Place of Performance:

The contractor is responsible for conducting services during normal business hours 8:00 am to 4:00pm Monday thru Friday, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.

1.6.6. Type of Contract:

The government contemplates award of a firm-fixed price.

1.6.7. Security Requirements: N/A

1.6.7.1. Physical Security.

The contractor shall be responsible for safeguarding all government property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.

1.6.8. Special Qualifications:

The contractor is responsible for ensuring all employees possess all required licenses for operating used in the execution of this contract action. All warranties and licenses to be provided to government at time of award.

1.6.9. Post Award Conference/Periodic Progress Meetings:

The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The CO, COR, and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings, the CO will apprise the contractor of how the government views the contractor's performance and the contractor shall apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.

1.6.10. Contracting Officer Representative (COR):

A COR for this order shall be appointed under separate cover.

1.6.11. Key Personnel: N/A

1.6.11.1. Key Personnel Qualifications: N/A

1.6.12. Identification of Contractor Employees:

All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed.

PART 2 DEFINITIONS & ACRONYMS

Contracting Officer’s Representative (COR). A representative from the requiring activity assigned by the Contracting Officer to perform surveillance and to act as liaison to the contractor.

Contract Officer: CO

Defective Service. A service output that does not meet the standard of performance associated with it in the Performance Work Statement.

Deliverable. Anything that can be physically delivered but may include non-physical things such as meetings.

PWS. Performance Work Statement

Quality Assurance Surveillance Plan (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.

Quality Control. Those actions taken by a contractor to control the performance of services so that they meet the requirements of the

PWS.

Quality Assurance. Those actions taken by the government to assure services meet the requirements of the Performance Work Statement.

PART 3 GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES

3.1. General:

The government will provide, the facilities, equipment, materials, and/or services listed below:

Knowledgeable MSHA personnel will be made available to direct the Contractor to the location of the security systems at NMH&S Academy. The NMH&S Academy will provide access to the facility for the Contractor as required in the performance of the tasks identified in this SOW to include site and building electrical power as currently available. The Government will provide any drawings that may be available for this project.

The Government reserves the right to inspect work at any time during the project.

3.2. Equipment:

The government will provide: N/A

For Contractor personnel performing work on Government premises, the Government will provide network connectivity.

3.3. Services: N/A

3.3.1. Reserved.

3.4. Facilities:

Onsite. The government will furnish all necessary workspace required for the contractor to support the effort(s) outlined in this PWS, to include desk space, telephones, computers and other items necessary to maintain an office environment.

PART 4 CONTRACTOR FURNISHED ITEMS AND SERVICES

4.1. General:

Except for those items specifically stated to be government furnished in Part 3, the contractor shall furnish all other items required to perform the services in this PWS.

For Example: The contractor shall provide all equipment, materials and labor for performance in accordance with the terms and conditions of the PWS.

4.2. Clearance: N/A

PART 5 SPECIFIC TASKS

5.1. Basic Services

The Contractor shall provide response to emergency repair calls should the security system fail and shall respond 24 hours per day, seven days per week for repairs. The extra-service shall be provided by the contractor as supplemental service (Emergency Callouts) on a labor-hours contract basis. Rates for emergency repair services will be charged for time and travel expenses between the hours of 4:01 p.m. and 7:59 a.m., Monday through Friday, and all day on Saturday and Sunday.

Contractor shall provide hourly rate for service calls Monday through Friday between the hours of 8:00 am to 4:00 pm all-inclusive with the quarterly inspections and preventative maintenance cost.

Contractor shall provide hourly rate for after-hours service calls Monday through Friday between the hours of 4:01 pm to 7:59 am and anytime Saturday and Sunday considered Emergency Callouts and Emergency callout materials.

Contractor shall provide basic troubleshooting guidance for federal/contract staff by telephone at no additional cost to the government.

All labor, planning, documents, materials, equipment, supervision, incidentals, permits, licensure, and cleanup shall be provided by the Contractor to complete the following tasks.

TASK #1 Perform complete testing during regular quarterly visits on customer listed equipment to give maximum performance and to minimize repair interruptions and downtime. Coordinated arrival date and time with COR.

TASK #2 Take and record strategic voltage/ current measurements, compare to manufacturers' data, and make corrections as required to include battery replacement.

TASK #3 Monitor equipment and software needs, provide and install software upgrades when required to assure peak performance and provide a safe environment for students and staff. Contractor will make COR aware of any issues or discrepancies that may arise with the security system.

TASK #4 Field clean, calibrate, and verify proper operation of listed equipment.

Contractor shall monitor and maintain the latest versions Lenel OnGuard database software on Lenel OnGuard server.

Contractor shall monitor and maintain ten (10) Lenel access controllers.

Contractor shall monitor and maintain twenty-two (22) FIPS readers.

Contractor shall monitor and maintain the door hardware, power supplies with Lenel OnGuard access control system.

Contractor shall make program adjustments to access control equipment as reviewed by Academy management. Contractor will provide at no cost any batteries required as part of a battery backup power supply.

Contractor shall monitor and maintain the wireless Access Control System equipment for one hundred seventy-four (174) doors in the dormitory area.

Contractor shall monitor, maintain, and provide all the software needed and updates.

Contractor shall monitor and maintain (to include batteries) wireless reader/lock controllers sufficient to provide wireless communication between door locks and the system.

Contractor shall monitor and maintain one hundred seventy-four (174) Allegion/Schlage wireless door locks for dormitory doors (to include batteries for door locks).

Contractor shall monitor and maintain wireless access controls with system.

Contractor shall make program adjustments to access control equipment as reviewed by Academy management.

Contractor will provide at no cost any batteries required as part of a battery backup power supply.

WORK SCHEDULE

All work shall be performed during the periods of time established by the U.S. Government's Technical Project Officer (TPO). Due to the nature of the Academy's functions, the TPO may request some services to be performed at odd hours of the day and night and/ or over a holiday period. However, if an emergency rate (for hours other than normal business hours and/or holidays) is to be charged, this rate must be reflected on invoices along with detailed dates and times for each callout rate and a separate line for materials associated with the emergency callout listed as emergency materials.

The Contractor will be required to respond to emergency repair calls should the security system fail and shall respond 24 hours per day, seven days per week for repairs. The extra-service shall be provided by the contractor as supplemental service (emergency callout) on a labor-hours contract basis. Rates for emergency repair services will be charged for time and travel expenses between the hours of 4:01 p.m. and 8:01 a.m., Monday through Friday, and all day on Saturdays, Sundays, and holidays reflected in section 1.5 of this PWS.

RESPONSE TIME

In the event of a security system failure, the contractor has 4 hours to respond onsite or if possible, troubleshoot by phone to COR or other designated employee (Federal or Contract). The Academy security system helps to provide a safe environment for DOL personnel, students and faculty at the Facility. In the event of a security system outage, the security doors are not operational.

If the system is down or inoperable, student and faculty safety is impacted severely and MSHA Academy's ability to meet its mission is affected. In the event that the dorm room access is inoperable contractor has 24 hours to respond or if possible, provide troubleshooting by phone.

INSPECTION AND ACCEPTANCE

For this project, the acceptance of all tasks will belong with NMH&S Academy management and the Contracting Officer’s Representative (COR) in accordance with the contract. The selected Contractor must ensure it has adequate resources for making all repairs.Any discrepancies involving completion of tasks or disagreement between NMH&S Academy management or the COR and the chosen Contractor will be referred to both organizations’ Contracting offices for review and discussion.

STOP WORK

All work shall be performed in a safe and professional manner. If work is not performed safely and professionally, the TPO shall have the authority to stop work immediately. This does not in any way affect the U.S. Government’s right to terminate the contract for default or convenience in accordance with the applicable provisions of the contract.

FAR 52.217-8 Option To Extend Services. (NOV 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days.

(a) A Contracting Officer's Representative (COR) will be delegated upon award. A copy of the delegation memorandum will be provided to the COR and a delegation letter sent to the vendor.

(b) The COR is responsible as applicable for receiving all deliverables; inspecting and accepting the supplies or services provided hereunder in accordance with the terms and conditions of this contract; providing direction to the contractor which clarifies the contract effort, fills in details or otherwise serves to accomplish the contractual scope of work; evaluating performance; and certifying all invoices/vouchers for acceptance of the supplies or services furnished for payment.

(c) The COR does not have the authority to alter the contractor's obligations under the contract, and/or modify any of the expressed terms, conditions, specifications, or cost of the agreement. If, as a result of technical discussions, it is desirable to alter/change contractual obligations or the scope of work, the contracting officer must issue such changes.

(a) Electronic Invoice Submittal Invoices for the services/goods provided under this award shall be submitted through the Department of Treasury's Invoice Processing Platform (IPP) or through the DOL Quickpay email system, as directed by the Contracting Officer. IPP is a Federal Government owned and operated website accessible to contractors free of charge.
