In accordance with FAR subpart 13.106-1, this memorandum justifies the single source procurement herein.
1. IDENTIFICATION OF THE AGENCY AND CONTRACTING ACTIVITY. Bureau of Land
Management, 1220 SW 3rd Avenue, Portland, OR 97204
2. NATURE/DESCRIPTION OF THE ACTION BEING APPROVED. Procuring Law Enforcement
Dispatch Services as a single source to Klamath 911 Emergency Communications District 2543 Shasta Way
Klamath Falls, OR 97601., to be procured as a firm fixed price service contract.
3. DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS
(INCLUDING THE ESTIMATED VALUE). The Government requires obtaining law enforcement dispatch services to assist the Bureau of Land Management’s (BLM) in the administration and regulation of use and occupancy of the public lands administered by the BLM, within the Lakeview District.

Option Year 1: 10/01/2026 – 09/30/2027
Option Year 2: 10/01/2027 – 09/30/2028
Option Year 3: 10/01/2028 – 09/30/2029

4. AUTHORITY AND SUPPORTING RATIONALE AND, IF APPLICABLE, A DEMONSTRATION OF
THE PROPOSED CONTRACTOR’S UNIQUE QUALIFICATIONS TO PROVIDE THE REQUIRED
SUPPLY OR SERVICE. The authority permitting the single source consideration is FAR 13.106(b)
Soliciting from a single source. Klamath 911 Communications District is the single public safety answering and dispatch point for all of Klamath County, Oregon. The Klamath 911 Emergency Communications District personnel have the necessary training required by the Oregon Department of Public Safety Standards and
Training. They have the necessary qualifications and authority that no other entity has in Klamath County.

5. DETERMINATION BY THE CONTRACTING OFFICER THAT THE ORDER REPRESENTS THE
BEST VALUE. The Klamath 911 Communications District is an Oregon special district with a public budget and is regularly subjected to independent audits.
6. DESCRIPTION OF MARKET RESEARCH CONDUCTED AMONG SCHEDULE HOLDERS AND
THE RESULTS OR A STATEMENT OF THE REASON MARKET RESEARCH WAS NOT
CONDUCTED. Oregon Revised Statutes Sections 198 and 401 were scrutinized, and it was confirmed that the Klamath 911 Communications District is an Oregon special district with public safety answering and dispatch authority for all of Klamath County, Oregon.
7. ANY OTHER FACTS SUPPORTING JUSTIFICATION.
None.
8. STATEMENT OF ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME
ANY BARRIERS TO COMPETITION BEFORE ANY SUBSEQUENT ACQUISITION FOR THE
SUPPLIES OR SERIVCES IS MADE.
