About this file
This is a Single Source Determination and Findings (J&A) justification document for an acquisition under the Simplified Acquisition Threshold (SAT) authority. The document authorizes a non-competitive contract award to Trane Technologies for services at Wingate High School under the Bureau of Indian Education.
The requirement involves diagnosis and repair of a chiller system located in Building 1739 Central Plant at Wingate High School. The chiller has experienced repeated operational failures and multiple restart attempts by school maintenance personnel. Initial troubleshooting was conducted in consultation with a TRANE service technician; however, the system requires a full evaluation by a TRANE-certified technician using proprietary diagnostic software and specialized equipment. The statement of work requires the contractor to determine the root cause of equipment failure, identify defective components, evaluate the overall condition of the chiller system, and provide written recommendations for restoration to full operational status. Services are needed to provide chilled water and HVAC cooling for Wingate High School facilities serving students in grades 9 through 12, administrative staff, and visitors. The Period of Performance runs from August 4, 2026, to October 30, 2026. The single source justification is based on urgency—competitive procedures would result in unacceptable delays—and the requirement for manufacturer-certified personnel with proprietary diagnostic tools. Trane Technologies, located at 5501 San Diego Avenue NE, Albuquerque, New Mexico 87113 (UEI: QJFJBF8ZBUM8), has been identified as the sole source capable of performing this specialized service. The originating office and contracting officer have certified the determination as justified and accurate.
