About this file

This is a Single Source Determination and Findings (J&A) document justifying a non-competitive procurement under the Simplified Acquisition Threshold authority per FAR 12.102(a). The Bureau of Indian Education is procuring manufacturer-certified TRANE technical services for Wingate Elementary School, Building 1594, to troubleshoot and diagnose issues with the Unit AHU-RC1 cooling system. The requirement encompasses multiple power outages and electrical disturbances that resulted in loss of reliable HVAC service within the facility. The scope of work includes manufacturer-certified technical assistance to inspect, diagnose, troubleshoot, repair, recommission, and verify proper operation of the TRANE AHU system to restore reliable cooling throughout the facility. Performance of Duty (PoD) dates are 08/14/2026 through 10/30/2026.

The single source identified is Trane Technologies, located at 5501 San Diego Avenue NE, Albuquerque, New Mexico 87113 (UEI: QJFJBF8ZBUM8), for Purchase Request Number 44056744. The justification for sole-source procurement cites urgency as the primary rationale, determining that the nature of the requirement is urgent and that following competitive procedures would result in unacceptable delays. The contracting officer notes that delays could result in continued building occupant exposure to excessive indoor temperatures and disruption of educational activities. The document indicates that no notice will be publicized and cites an exception under FAR part 5. Originating Office Attestation was signed by Stanley L. Henderson (Acting Supervisory Facilities Officer) on 2026.08.14, and Contracting Officer Charmaine Williams-James certified the justification on the same date.

Text2: Wingate Elementary School, Building 1594, requires manufacturer-certified TRANE technical services to troubleshoot and diagnose the Unit AHU-RC1. The equipment has experienced operational issues following multiple power outages and electrical disturbances, resulting in the loss of reliable HVAC service within the facility.

The purpose of this effort is to determine the cause of the equipment failure, evaluate the condition of the existing AHU RC1 and associated controls, and provide the Government with a detailed assessment of the repairs required to restore the system to normal operation.

The HVAC system serves dormitory, including student rooms, staff offices, mini-gym, livingrooms, computer study rooms. and support spaces occupied by students in grades 1 through 8, faculty, staff, and visitors. Text12: The requirement to repair. recommission, and restore the TRANE AHU RC1 cooling unit system at Wingate Elementary School. Building 1594. It has been determined to be urgent because the existing HYAC system is currently inoperable following recent power outages and electrical surges. The failure of the AHU system has resulted in the loss of building cooling, creating elevated indoor temperatures that adversely affect the learning and residential environment for students, faculty and visitors. Delaying corrective action to complete a full competitive procurement process would prolong the disruption of essential AHU services. It could increase the potential for additional damage to the AHU system and associated controls and negatively impact school operations. The scope of work includes manufacturer-certified technical assistance to inspect, diagnose, troubleshoot, repair, recommission, and verify proper operation of the TRANE AHU system to restore reliable cooling throughout the facility. Any delay associated with competitive acquisition procedures could result in unacceptable risks, including continued exposure of building occupants to excessive indoor temperatures, disruption of educational activities, additional stress on remaining mechanical systems, and increased repair costs due to prolonged system downtime.
Text13: Market research identified and considered qualified sources capable of performing the required troubleshooting, repair, and recommissioning services for the existing TRANE AHU system at Wingate Elementary School, Building 1594. TRANE Technologies, Albuquerque, New Mexico, was determined to be the best source based on its manufacturer-certified personnel, proprietary knowledge of the originally designed, commissioned, and placed the system into service and possess the expertise required to perform software programming, controls configuration, system calibration and commissioning in accordance with Bureau of Indian (BIE) Design Handbook requirement. Given the urgent need to restore campus-wide HVAC cooling following recent power outages and electrical surges, and the impracticability of conducting full and open competition within the required timeframe, the acquisition is limited to the extend necessary to meet the Government's immediate needs while ensuring the repairs are performed by qualified manufacturer-certified personnel. Any labor, materials, software, refrigerant, replacement parts, equipment, controls programming, or commissioning activities necessary to return the chiller system to proper operating condition shall be considered part of the repair effort. even if not specifically identified within the Statement of Work. This approach ensures the Government receives a completed and fully operational AHU system while minimizing downtime and restoring a safe and comfortable learning environment for students and staff.
