About this file

This is a Single Source Determination and Findings (J&A) document justifying other than full and open competition for a federal contract under the Simplified Acquisition Threshold authority.

The requirement is for TRANE technical assistance to repair and restore the HVAC chiller system at Wingate Elementary School, Building 1592, operated by the Bureau of Indian Education. The school requires qualified manufacturer-certified technician services to conduct an on-site inspection, diagnose problems, troubleshoot, repair, recommission, and return the chiller system to full operational service. The scope includes restoring HVAC cooling throughout the campus. The single source contractor identified is Trane Technologies, located at 5501 San Diego Ave. NE, Albuquerque, NM 87113 (UEI: QJFJBF8ZBUM8). The contracting officer determined single source justification was appropriate based on two grounds: urgency and specialized requirements. The urgency rationale emphasizes that the existing HVAC system is currently inoperable following recent power outages and electrical surges, creating elevated indoor temperatures that adversely affect the learning environment. Competitive acquisition procedures would result in unacceptable delays and prolong disruption of essential HVAC services, increase potential additional damage, and negatively impact school operations. The specialized source rationale cites that Trane Technologies possesses unique qualifications as the original manufacturer-certified personnel with proprietary knowledge necessary to properly troubleshoot, repair, and restore the chiller system. Market research determined no other qualified sources were capable of performing the required services. The purchase request number is 44055440, with a period of performance from 08.03.26 to 10.30.2026. The document was digitally signed by Stanley L. Henderson (Acting Supervisor, Facility Operations Management) and Charmaine Williams-James (Contracting Officer) on July 30, 2026.

Text2: Wingate Elementary School, Building 1592. is in need of TRANE technical assistance to repair from qualified manufacturer-certified technician(s). The existing TRANE chiller system is currently out of service following several recent power outages and electrical surges. The system must be repaired, recommissioned, and returned to full operational service to restore HVAC cooling throughout the campus. The TRANE chiller system was originally designed, installed, commissioned, and placed into operation by TRANE technicians and remained fully operational until the recent power-related events. The HVAC controls were last verified to be fully functional in 2023. Since the outages, the system has remained inoperable, and reports from school personnel indicate elevated indoor temperatures throughout the school. The chiller system is essential to provide cooled circulating air to all sections of the campus serving students in Kindergarten through 8th Grade, faculty, administrative staff: and visitors. Restoration of the system is critical to maintain a safe and comfortable learning environment.

Text12: The requirement to repair, recommission, and restore the TRANE chiller system at Wingate Elementary School. Building 1592. has been determined to be urgent because the existing HVAC system is currently inoperable following recent power outages and electrical surges. The failure of the chiller system has resulted in the loss of campus-wide cooling, creating elevated indoor temperatures that adversely affect the learning environment for students, faculty, administrative staff, and visitors to students. Delaying corrective action to complete a full competitive procurement process would prolong the disruption of essential HVAC services, increase the potential for additional damage to the chiller system and associated controls. and negatively impact school operations. The scope of work includes manufacturer-certified technical assistance to inspect, diagnose, troubleshoot, repair, recommission, and verify proper operation of the TRANE chiller system to restore reliable cooling throughout the facility. Any delay associated with competitive acquisition procedures could result in unacceptable risks, including continued exposure of building occupants to excessive indoor temperatures. disruption of educational activities, additional stress on remaining mechanical systems, and increased repair costs due to prolonged system downtime.
Text13: Market research identified and considered qualified sources capable of performing the required troubleshooting, repair, and recommissioning services for the existing TRANE chiller system at Wingate Elementary School, Building 1592. TRANE Technologies, Albuquerque, New Mexico, was determined to be the best source based on its manufacturer-certified personnel, proprietary knowledge of the originally designed, commissioned, and placed the system into service and possess the expertise required to perform software programming, controls configuration, system calibration and commissioning in accordance with Bureau of Indian (BIE) Design Handbook requirement. Given the urgent need to restore campus-wide HVAC cooling following recent power outages and electrical surges, and the impracticability of conducting full and open competition within the required timeframe, the acquisition is limited to the extend necessary to meet the Government's immediate needs while ensuring the repairs are performed by qualified manufacturer-certified personnel. Any labor, materials, software, refrigerant, replacement parts, equipment, controls programming, or commissioning activities necessary to return the chiller system to proper operating condition shall be considered part of the repair effort. even if not specifically identified within the Statement of Work. This approach ensures the Government receives a completed and fully operational HVAC system while minimizing downtime and restoring a safe and comfortable learning environment for students and staff.

Notice of Intent will be publicized at sam.gov.
