About this file
Summary
This is a Justification for Other than Full and Open Competition (JOFOC) issued by the Department of the Interior's Interior Business Center for procuring a Sponsor membership to the National Academy of Sciences' Transportation Research Board (TRB). The Department of Interior, Office of Acquisition and Property Management (PAM) seeks to establish an agency-wide membership sponsorship with NAS/TRB for a base year from October 1, 2026, through September 30, 2027, with four option years extending through September 30, 2031.
As a Sponsored member, DOI/PAM will receive unlimited registrations to the annual TRB meeting, one exhibit booth, free access to all annual meeting technical content, free webinar registration, representation on the TRB Executive Committee, approximately 100 hard copy TRB publications annually, full online access to Transportation Research Record journal papers since 1999, access to standing committees in subject areas relevant to the agency, discounted conference registration fees, and access to TRB's library and Transport Research International Documentation (TRID) database. The contracting officer determined this procurement requires other than full and open competition under 41 U.S.C. 1901 and RFO 12.102(b), as TRB operates exclusively within the National Academies and is the only source available to provide the indispensable resources required for DOI/PAM policy professionals. The justification was approved by Contracting Officer Elizabeth Fuqua, and market research was not conducted due to the unique nature of the sole-source requirement.
