National Labor Relations Board Office of Employee Development HR and EEO for Managers
Statement of Work
1. BACKGROUND:
The National Labor Relations Board (NLRB) is an independent federal agency created by Congress in 1935 to administer the National Labor Relations Act (NLRA). The NLRA is the primary law governing relations between and among unions and employees in the private sector. The Office of Employee Development (OED) supports the NLRB’s mission by creating and managing development programs and curriculums that address Agency-wide occupations; developing an Agency-wide approach to employee development while ensuring related issues are addressed at the highest management levels; helping managers to identify, plan, locate resources for, and evaluate developmental programs for their staffs; helping individual employees manage their careers and seek developmental opportunities; and providing a variety of support services such as conference planning and coordination and creating educational media resources.
2. SCOPE:
In support of its mission, OED requires a qualified contractor to provide online training capabilities and support in the form of subscriptions to online learning content libraries containing on-demand training on a variety of topics in the broad areas of Human Resources and Equal Employment Opportunity. The online content libraries are a fundamental component of the NLRB’s training program for new supervisors and serve as a reference guide for managers at all levels.
The contract period of performance is equivalent to one year from the date of selection with four possible option years to be exercised should OED determine the need still exists.
3. GENERAL REQUIREMENTS:
The contractor shall provide unlimited access to a comprehensive online library of legally accurate online training on HR and EEO topics including, but not limited to, hiring and retention, labor relations, pay and benefits, leave and attendance, performance management including misconduct and discipline, workers compensation, discrimination and harassment, and conflict resolution. The content shall be presented in an easy-to-understand format that is tailored to the unique needs of public sector managers. The contractor shall regularly review content for accuracy and update the content in response to changes in regulations and/or industry practices. The contractor shall notify users of changes to content.
Training content should take into account the needs of adult learners and include a variety of instructional techniques that support self-direction and should incorporate multimedia elements wherever practical to maximize user learning and engagement. Content should be grouped into modularized sections and include knowledge checks, preferably through application of the training to real-world scenarios. All content shall be 508-compliant.
The online content library should be customizable to allow the NLRB to include Agency-specific content, and to limit access to content that does not apply to the NLRB.
4. COPYRIGHTED MATERIALS
It is the responsibility of the contractor to comply with copyright laws, rules, and regulations for materials they use in the performance of this contract. This includes properly marking materials and obtaining permissions to use materials or external platform technology.
A contractor proposing to use materials that have third-party copyright restrictions is responsible for obtaining the proper permissions to use and reproduce the material. The contractor is also responsible for ensuring the material is properly marked prior to copies being made. If use of third-party proprietary materials requires the contractor to be certified in the use of such materials, the contractor will provide proof that they hold a current certification.
Materials will be marked accordingly. Contractors may not claim or otherwise use such materials, courses, or programs developed under this contract for their own use without express approval from NLRB.
