1. Who is the incumbent contractor performing this work now? Manager Advantage via Cyberfeds
1. On Page 2 of the SOW, the government states, “The online content library should be customizable to allow the NLRB to include Agency-specific content, and to limit access to content that does not apply to the NLRB.”
1. Is the government requesting access to customize any course at any time from the contractor’s content library? No. We would want to be able to add our own content such as supporting documents or policies to support the training materials.
1. If the government requires the course content itself to be editable, whose responsibility will it be to perform the editing, the contractor or the government? N/A
1. Does the government expect these customizations to be included in purchase price of the content library, or addressed as the need arises after contract award? N/A
1. Is the government presently providing the online HR and EEO training through an LMS? And if so, how will the content be integrated into the LMS? The current provider has their own CMS that tracks usage and completion of training modules but is not an LMS nor is it attached to our LMS.
1. What format or technical standard shall the online course content be provided in? Online access, cloud-based is acceptable. We are open to content linked to our LMS which would need to be SCORM compliant. We expect the courses to be specific to Federal government HR and EEO training topics.
1. Regarding Section 4, “Copyrighted Materials,” the government states, “It is the responsibility of the contractor to comply with copyright laws, rules, and regulations for materials they use in the performance of this contract. This includes properly marking materials and obtaining permissions to use materials or external platform technology.”
4. Does the government plan to distribute access to the online training to non-NLRB-employee learners? No
4. What is the number of internal NLRB learners who will need access to the learning library? Approx. 350
4. What is the number of learners external to NLRB who will need access to the learning library? Zero
1. The government states in Section 3 of the SOW, “General Requirements,” that “The contractor shall provide unlimited access to a comprehensive online library of legally accurate online training on HR and EEO topics…” What is the maximum number of learners anticipated to be accessing the course content? Approx. 350
1. Can the government provide historical figures, or estimates of the annual number of users to access the HR and EEO online training? We would need access to approx. 350 at any given point within the contract cycle.
1. Is the NLRB looking for a content library in conjunction with a Learning Management System or simply looking for content only? What are the main goals of the NLRB with this project? Content Library. The goal is to have consistently up-to-date Federal HR and EEO content for federal supervisors and managers.
1. Will the NLRB have any content to bring over to the new system or the vendor should be providing any and all content? This will be separate to NLRB internal offerings, so vendor will provide the relevant Federal HR and EEO content.
1. Will NLRB users need to track training? What other functionality may be a requirement? Yes. We would like to track usage and completion. Must be accessible and up-to-date with latest federal HR and EEO information.
1. How many users will need to access the platform on an annual basis? See #7
1. Will the NLRB need to bring any historical data into the system and if so, what types of data? No
1. How will the content library be used for the number of users that are accessing it? It will be used to take training, learn new federal policies as they come out, and house Agency policy docs that correspond with the training topic.
1. Do you have a legacy system, a system that you need to bring data over from ? No
1. If so, what type of data/content will you be bringing over and what will the volume be? N/A
1. What is the timeline for implementation? OCT 1
1. Hello – how many seats will be needed in the subscription? See #7
Or should we base this on a per person subscription? That’s acceptable as an option but bulk pricing is better.
If we offer discounts for bulk subscriptions – how should we note that? Price based on a maximum number of participants of 350.
