About this file
This is a Single Source Justification form (FWS Form 3-0034) prepared by the U.S. Fish and Wildlife Service for a purchase under the Simplified Acquisition Threshold (SAT).
The acquisition is for Integra VIAFLO 96 pipettes required by the Conservation Genetics Laboratory to generate genetic data using validated protocols for the Molecular Laboratories Network (MLN) of the Early Detection and Rapid Response (EDRR) national invasive species effort. The justification indicates that no market research was conducted because the MLN laboratories across the nation have standardized on validated protocols and reagents to maintain consistency in eDNA sample processing and invasive species detection. The brand-specific requirement for Integra Biosciences VIAFLO 96 pipettes is deemed necessary to meet the mission-critical need for high-quality, reproducible data across the national network. While this is a brand-name purchase, the justification notes that any vendor capable of meeting the brand-specific requirements will be considered an eligible source. The determination of fair and reasonable pricing will be made at the time of award. The acquisition was recommended by Program/Project Officer Cara Lewis (digitally signed June 11, 2026) and approved by Contracting Officer Lawrence Aragon (digitally signed June 25, 2026) under FAR Part 13 sole source acquisition procedures. The justification identifies future acquisitions not requiring brand-specific Integra Viaflo 96 pipettes will be competed in accordance with the FAR.

| Text3: This is a brand name request for Integra Biosciences VIAFLO 96 pipettes. Any vendor capable of meeting the brand specific requirements will be an eligible source. |
| Text2: No market research was conducted. The USFWS and USGS is part of a national effort for the Early Detection and Rapid Response (EDRR) to detect invasive species. As a part of this effort, the Anchorage Conservation Genetics Laboratory is part of a federal Molecular Laboratory Network (MLN) to process eDNA samples to detect the presence of invasive species. There are USFWS and USGS genetics labs across the nation taking part in this effort. Essential to meeting the mission of the MLN is the ability to produce high quality reproducible data. To accomplish this, the MLN laboratories will rely on the use of validated protocols and reagents. The ability to maintain consistency between procedures is crucial to genetic analyses. To achieve this consistency, the MLN laboratories have decided that all laboratories will use the same instrumentation and protocols for validation purposes. The VIAFLO 96 will be used by the laboratories in these efforts. |
The KingFisher Apex is manufactured and sold through ThermoFisher Life Technoloies. This instrument can also be purchased through Government Scientific Source, Inc. and Fisher Scientific.
Text1: This brand specific purchase is for the Integra VIAFLO 96 needed in the Conservation Genetics Laboratory (CGL) to generate genetic data in the laboratory utilizing validated protocols as a surveillance lab in the Molecular Laboratories Network (MLN) of the Early Detection Rapid Response (EDRR) national invasive species effort.
| Text4: Due to the need for validation and consistency to meet the needs of this national effort, the VIAFLO 96 will be used to process genetic samples. Future acquisitions that do not require brand specific Integra Viaflo 96 pipettes will be competed IAW the FAR. | |
