About this file

This document is a Single Source Justification Notice of Intent (NOI) for a federal contract opportunity. The U.S. Fish and Wildlife Service (USFWS) SouthWest Arizona Refuges Complex in Yuma, Arizona intends to award a firm fixed-price contract to ASSA ABLOY Entrance Systems US, Inc. d/b/a Southwest Entrances to replace the current Bosch proximity card readers with Alarm Lock DK3000 devices. The agency conducted market research, but found no other capable local vendors that could meet all requirements in the Statement of Work to ensure the security of the federal facility. The current access control system is outdated and in need of repair, with parts no longer available. The proposed contract will be awarded utilizing Simplified Acquisition Procedures under the $250,000 simplified acquisition threshold. Interested parties may respond within 10 calendar days to demonstrate clear and convincing evidence that competition would be advantageous to the government. The point of contact is Melissa Marchand.

JOINT ADMINISTRATIVE OPERATIONS

Acquisitions Operations

Worked with Alarm Lock Manufacturer rep to identify local area vendors and vendors in Yuma AZ. No other capable sources have been found locally that can complete all necessary requirements found in our Statement of Work to ensure security of the federal facility.

Contacted 6 local area vendors for quotes and 3 came in for site walk through. ASSA ABLOY Entrance Systems US, Inc. d/b/a Southwest Entrances was the only local area vendor that provided a quote which included all necessary requirements following site visit.

Facility currently employs a proximity card access control system which is out dated, in need of repair, and parts can no longer be sourced. Additionally proximity card readers are not authorized for use on federal facilities.

No response from multiple local area vendors after site walk though. Vendor identified in Yuma wanted $1,800 in travel funds before being able to conduct site walk through, creating additional expense to the government.
