About this file
This document is a Single Source Justification (SSJ) form from the U.S. Fish and Wildlife Service (USFWS) for a sole source acquisition under the Simplified Acquisition Threshold (SAT). The procurement involves Washington State's Department of Fish and Wildlife (WDFW) conducting scale analysis for summer steelhead fish at the Winthrop National Fish Hatchery, as required by a NOAA Fisheries Biological Opinion. The specific service requires analyzing fish scale samples to determine the age and origin of steelhead, with readers enumerating annuli, recording age estimates in European notation, and categorizing fish as hatchery ("H") or wild ("W"). The total cost is less than $12,000 annually, representing a significant cost reduction from previous specialist employment, and the contractor has a seven-year partnership history with USFWS, which increases confidence in data acceptance.
The document was digitally signed by William Gale (Program/Project Officer) on August 6, 2025, and Chelsea DeVivo (Contracting Officer) on September 25, 2025. The justification emphasizes that the requested services are specialized research services not typically available commercially, which supports the sole source acquisition approach. The contractor will provide a digital file containing comprehensive biological information including species, date, length, and any fish marks or tags along with the scale analysis results.

A achment for item 1:
As required for the NOAA Fisheries Biological Opinion, USFWS is obligated to determine the age and origin of summer steelhead at Winthrop Na onal Fish Hatchery (WNFH). Fish scale samples will be provided to contractor on scale cards with associated biological data (species, sample date, sex, length, and any marks/tags). Readers will determine the number of annuli based on the forma on and banding of cirucli. Enumera on of annuli will be conducted in the anterior region of the scale. Age es mates
(number of freshwater and saltwater annuli) will be recorded on the scale card in European nota on
(e.g. 2.1) Samples that are mounted upside down (no visible circuli), regenerated, or covered in dirt, blood, slime are not aged and will be recorded with a “_”. • Origin will be determined for each sample;
“H” denotes hatchery fish, “W” denotes wild fish. Scale analysis results will be returned A digital file with appropriate biological informa on (species, date, length, mark, tag)
Text3: (Describe the actions taken to locate other capable sources or brands. List any sources that expressed in writing an interest in the procurement.)
Many research organizations may possibly have ability conduct the requested analysis but do so only in-house to achieve the research goals of their organization without need to added administrative burdens/costs to sell the services. The requested vendor is only offering this service because they are already working with requesting office to research the same fish. This activity appears to be too infrequent and specialized to create commercial sellers.
Text2: (Describe the market research conducted or a statement of the reasons market research was not conducted.)
Market research conducted currently and in past years and has been unsuccessful in finding laboratories specializing is the requested services. The requested services ARE NOT offered commercially. Services sought are not useful or profitable to commercial markets. Requested services are specialized for primarily just research and thus not offered as COTS services.

| Text4: (Describe the actions taken to overcome barriers to competition for any subsequent acquisitions.) |
The requested services ARE NOT offered commercially in order to compare barriers.
Services sought are not useful or profitable to commercial markets. Requested services are specialized for primarily just research and thus not typically offered as COTS services.
| Text6: Requesting program had previously employed specialist who providing these services at cost of over $70K annually to support that position and the same services requested here will be provided for less than $12,000. annually. | |

Text5: The requested contractor is Washington State's Department of Fish and Wildlife (WDFW). WDFW has partnered with USFWS for over seven years on this analysis and continued processing by the same laboratory may likely ensure that the data provided is accepted by USFWS and it's partners.
