About this file
This is a Single Source Justification form (FWS Form 3-0034) submitted by the U.S. Fish and Wildlife Service's Joint Administrative Operations for an emergency repair acquisition under the Simplified Acquisition Threshold (SAT).
The acquisition concerns emergency repairs to a domestic water line that has broken underground at a Fish and Wildlife Service facility, resulting in complete loss of water and closure of laboratory operations, bathrooms, and safety facilities. The exact location of the break is uncertain but believed to be on the southwest end of the line where water was observed bubbling. Market research identified three contractors: CK Construction, Walker Excavation, and Sime Construction. Only Sime Construction was available and willing to respond within the required timeframe, as the other contractors were unavailable until late July or unable to commit. The justification notes that internal attempts to repair the damage were unsuccessful due to lack of equipment and expertise. Competition barriers include high demand for construction services in the valley due to housing development projects, which limited contractor availability. Sime Construction has operated since 1975, maintains registration in SAMMS, possesses a solid reputation, and comes highly recommended by the community. The budget estimate was deemed reasonable and prudent for an exploratory fix broken into three parts, with all costs appearing appropriate for the emergency scope. Program Officer Jeffrey Powell certified the justification on June 4, 2026, and Contracting Officer Shanen Fox approved the sole source acquisition procedures under FAR Part 13 on the same date.

Contracting Officer
| Text3: We looked trying to dig this up ourselves but we unable to locate a trench box, and don't have the skills to complete this in a timely manner. | |
| Text2: We contacted 3 contractors to get an estimate, CK construction could not help us until the end of July, Walker Excavation would no call us back, as well as Williams Civil Construction. This is the busy time of year for construction projects, so we felt very lucky to get Sime Construction to respond. | |
| Text1: Our domestic water line has broken underground, resulting in a complete loss of water on station. This has shut down our bathrooms, drinking water, and safety eyewash and shower stations, effectively closing all laboratory operations. At this point the repair will need to be exploratory, as the exact location of the break is still uncertain. We believe—and are hopeful—that the break is on the southwest end of the line, where water was observed bubbling up. However, because the line runs through the culvert, it is still possible that the break is located on the northeast end. | |
| Text4: We called 4 companies, and only had luck securing one. There are a lot of housing development going on in the valley, which is why we are having trouble securing a contractor. | |
| Text6: The budget estimate seems very reasonable for the scope of work. Since this is an exploratory fix, the contractor broke this out into three parts, we many only need to only dig on the Southwest side but if worst case scenario they have laid out a reasonable cost for fixing the solution. All cost estimated seem reasonable and prudent. | |
