About this file

This is a Single Source Justification form (FWS Form 3-0034) submitted by the U.S. Fish and Wildlife Service for a sole source acquisition under the Simplified Acquisition Threshold (SAT).

The acquisition concerns specialized vehicle upfitting services required to support Refuge Law Enforcement operations in Region 1. The needed services include installation of emergency lighting, audible warning systems, control consoles, and other mission-specific equipment on law enforcement vehicles, with all work requiring standardized configurations that must meet or exceed public-safety installation standards. Day Wireless has been identified as the sole source vendor capable of performing the specialized upfitting work within the required timeframe. Market research confirmed Day Wireless is the only locale upfitting vendor in Region 1 capable of meeting the urgent operational timeline. Although Dana Safety was identified as an alternative capable source located in Montana, Georgia, and Canoga Park California, Dana Safety would require 6-9 months for vehicle shipping and completion, plus costs approximately double those of Day Wireless. Day Wireless is designated as the leading vendor for law enforcement vehicle upfitting in Oregon and is positioned locally, eliminating shipping delays and associated barriers to competition. The acquisition was estimated to be approximately 5,000-15,000 dollars cheaper through Day Wireless compared to other vendors. The justification was certified by Program Officer Barry Purdy on June 26, 2026, and approved by Contracting Officer Solmaz Salih on July 16, 2026, under FAR Part 13 sole source acquisition procedures.

Text3: The only other capable resources is Dana Safety and they are located in Montana, Georgia and Canoga Park California. Which adds the build time from 6 to 9 months because the vehicles have to be shipped to and from our location. Dana Safety is also 2x the cost to upfit a vehicle than Day Wireless and Day Wireless is locale and has locations throughout the country.
Text2: Day Wireless is the only Locale Upfitting Vendor in Region 1 area that can preform the work that needs to be done within the time frame Refuge Law Enforcement needs these vehicles back.
Text1: The vehicle requires specialized upfitting to support Refuge Law Enforcement operations. These upfits include emergency lighting, audible warning systems, control consoles, and other mission‑specific equipment necessary for safe and effective field duties. Standardized configurations are required across Refuge Law Enforcement vehicles, and the equipment must be installed by a vendor capable of meeting or exceeding public‑safety installation standards.
Text4: Using Day Wireless allows us to not have any barriers as they are locale and do not require shipping of vehicles to different locations to finish the upfitting.
Text6: Day Wireless is roughly between 5k to 15k cheaper than any other vendor and the vehicles do not need to be shipped.
