About this file

This document is a Single Source Documentation memorandum from the Bureau of Land Management (BLM) Oregon State Office justifying a sole-source procurement with the Burns Paiute Tribe for Tribal Monitoring services during the Northwest Malheur Project Implementation for 2025. The contract will be a firm fixed-price commercial service for cultural resource identification, monitoring, documentation, and reporting, specifically focused on protecting Tribal and Cultural values near the Castle Rock Traditional Cultural Property (TCP) and complying with the Northwest Malheur Greater Sage-Grouse Restoration Environmental Assessment.

The BLM determined the Burns Paiute Tribe is the only source uniquely capable of identifying traditionally significant or sacred sites in the project landscape, based on a Memorandum of Understanding (MOU) between the BLM and the Tribe. The Tribal Monitors will be required to maintain daily monitoring logs and photo documentation of project activities within the Area of Tribal Interest (ATI). The contracting officer certified that awarding to the Paiute Tribe represents the best value to the government, with the expected price anticipated to be consistent with commercial pricing for similar BLM efforts.
