NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT

U.S. Department of Health and Human Services (HHS) Centers for Disease Control and Prevention (CDC)

Description of Requirement:

The Centers for Disease Control and Prevention (CDC) intends to award a sole-source firm-fixed-price contract to UNICOM Systems, Inc. for commercial software license maintenance for the UNICOM Intelligence Suite, which supports the Pregnancy Risk Assessment Monitoring System (PRAMS) Integrated Data Collection System (PIDS).

The requirement consists of continued access to licensed UNICOM software functionality, including software updates, patches, security enhancements, and technical support necessary to maintain uninterrupted operation of PRAMS PIDS.

Authority:

This acquisition is being conducted under Revolutionary FAR Overhaul (FAR RO) 6.103-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, and is processed in accordance with FAR RO Part 6 and FAR RO Part 12.

Sole-Source Rationale:

UNICOM Systems, Inc. is the sole owner of the proprietary intellectual property for the UNICOM Intelligence Suite and is the only source authorized to provide maintenance, updates, patches, security enhancements, and technical support for the existing system.

Period of Performance:

The anticipated period of performance is a base year with one option year.

Notice to the Public:

This notice is not a request for competitive quotations or proposals. However, interested parties may submit a capability statement demonstrating their ability to meet the Government’s requirements.

Response Instructions:

Capability statements must be submitted in writing and received no later than January 15, 2026.

Determination:
