About this file
This Limited Sources Justification document details a six-month janitorial services contract for the National Park Service (NPS) at Golden Gate National Recreation Area, Fort Point National Historic Site, and Muir Woods National Monument in California. The contract will be awarded to Brown Point Facility Management Solutions, LLC for custodial services covering public restrooms and administrative buildings at multiple locations in San Francisco and Marin Counties, effective November 4, 2025, to May 3, 2026. The procurement is urgent and compelling as NPS transitions to a new five-year contract with AbilityOne, with the primary goal of ensuring continuous sanitation and preventing disruption of park operations. The estimated contract value was redacted, but NPS will seek to confirm the same pricing as the contractor's original 2024 quote and pursue further price reductions in accordance with federal acquisition regulations.

LIMITED SOURCES JUSTIFICATION
Over SAT (FAR 8.405-6(c))
1. Identification of the agency: Department of Interior, National Park Service
Contracting Activity: Golden Gate National Recreation Area, Building 201, Fort Mason, California, 94123
2. Nature and/or description of the action being approved.
The National Park Services (NPS) previously awarded a one-year contract in May 2, 2024 for services from May 4, 2024 through May 3, 2025, for janitorial services for the following National Park System locations in California: Golden Gate National Recreation Area (GGNRA) in both San Francisco and Marin County, Muir Woods National Monument (MUWO) in Marin County, and Fort Point National Historic Site (FOPO) in San Francisco. The Parkwide custodial service has primarily served our public restrooms and administrative buildings. The contract included clause 52.217-8 for an additional six months and was exercised on May 1, 2025, for services from May 4, 2025, to November 3, 2025.
The contract that is the subject of this action will be awarded under the authority of the initially awarded contract, the Multiple-Award Schedule Program, and will result in a firm fixed price task order to BROWN POINT FACILITY MANAGEMENT SOLUTIONS, LLC for janitorial services covering the same locations as the previously awarded one-year contract. The period of performance for this task order will be for six months, from November 4, 2025, to May 3, 2026.
3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).
a. The Contractor shall provide All Custodial and Janitorial Services in the key locations listed below. These locations are throughout Golden Gate National Recreation Area, Fort Point National Historic Site and Muir Wood National Monument, which span into Marin and San Francisco Counties, located in California:
Public Restrooms and Locations:
Golden Gate National Recreation Area (San Francisco, CA. Locations South of the Golden Gate Bridge):
• Fort Mason Great Meadow Public Restrooms
• East Beach Crissy Field Public Restrooms
• West Bluff Crissy Field Public Restrooms
• Baker Beach Public Restrooms, (North Parking Lot)
• Sloat Public Restrooms (Located at intersection of Sloat & The Great Hwy, San Francisco, CA.)
Fort Point National Historic Site (San Francisco, CA.):
• Fort Point Public Restrooms (Located near Fort Point National Historic Site)
Golden Gate National Recreation Area (Marin County, CA Locations North of the Golden Gate Bridge):
date of September 12, 2025. A quote was provided from AbilityOne on September 9, 2025. Given that the quote came in significantly over the IGE the NPS anticipates a detailed and iterative negotiation process to be conducted. This requirement is urgent and compelling because the existing custodial services contract is nearing expiration, and any lapse in coverage would directly impact the health, safety and operational readiness of park facilities. This is not for lack of planning but for AbilityOne informing NPS that we would need price concurrence by October 3, 2025. This was not attainable given the significantly higher price provided, government shutdown, and the Contracting Officer working on FY25 obligations. In addition, AbilityOne also informed NPS that we would have through January 3, 2026, to negotiate price for them to set up a contract to start May 3, 2026. Timely completion of negotiations and award is critical to ensure uninterrupted custodial support, maintain sanitation standards, and prevent disruption of park operations with constant and high visitor traffic.
For these reasons, NPS is seeking to award this urgent and compelling requirement.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with 8.404(d).
The Contracting Office has determined that this acquisition represents the best value and will provide the lowest overall cost alternative to meet the Federal Government’s need. In 2024, BROWN POINT FACILITY MANAGEMENT SOLUTIONS, LLC provided a quote for janitorial services for one year. The NPS will confirm with the contractor if pricing will be the same for the next six months to be based on the original quote submitted in 2024.
GSA has already determined the price for services under scheduled contracts to be fair and reasonable; however, as the estimated value of this acquisition is over the simplified acquisition threshold, NPS will seek further price reductions for the required services in accordance with
FAR 8.405-4.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
In accordance with FAR 10.002, a site visit was conducted on February 11, 2025, with SouceAmerica, NPS team, and Potential non-profit contractor (Toolworks) to look at all locations of services to confirm that AbilityOne could take this on. On February 18, 2025, Source America confirmed that they would take this requirement for the base and four option years.
7. Any other facts supporting the justification.
In addition to the reasons stated above, this procurement will ensure continuity of custodial services during the transition period as NPS finalizes the AbilityOne procurement process and establishes the new five-year contract. If a break in service occurred, it would result in unsanitary conditions for both visitors and staff. Poor sanitation is linked to the transmission of diseases such as cholera and dysentery, and well as typhoid, intestinal worm infections and polio. A break in service also would force the park to close the public restrooms. Past experience has shown that when public restrooms are closed, visitors often resort to relieving themselves in or around those area. This has required the park to engage biohazard cleaning contractors to remove human waste, resulting in significant unplanned costs. Therefore, continuing custodial services for an
