About this file
This document is a Single Source Justification (Under SAT) for a federal contract to provide marina and maintenance services for a U.S. Fish and Wildlife Service-owned boat located on Washington Island. The requirement is for a certified Yamaha technician to provide outboard motor maintenance, indoor winter storage, launching/recovery, and slip rental services for the 25-foot PackCat landing craft. The government conducted market research and determined that only authorized Yamaha representatives located in the Washington Island geographic area would be considered, as the boat cannot be efficiently transported to other repair facilities. The government will evaluate the reasonableness of pricing at the time of award based on quotes received in response to the solicitation. Future requirements that do not need a Yamaha technician will be competed as required by the FAR.

| Text3: The boat "Phebe" has Yamaha motors that require a certified Yamaha technician. There may be several Yamaha authorized representatives capable of performing maintenance and repairs on our motors. However, they must also be located in the Washington Island geographic area where the boat is docked. All authorized representatives who meet the requirements as stated in the solicitation will be considered for award. | |
| Text2: There may be several Yamaha authorized representatives who can perform maintenance and repairs on our motors within the Washington Island geographic area. All authorized representatives who meet the requirements as stated in the solicitation will be considered for award. | |
| Text1: Services from a local marina services offering outboard motor maintenance, indoor winter storage, in/out (launch and recovery) service with/without trailer and dedicated slip rental for U.S. Fish and Wildlife Service (USFWS) owned 25’ (23’ hull length plus outboard motors) PackCat landing craft. A certified Yamaha repair facility is required at the location where the boat is "slipped" during the field season and during storage. A certified Yamaha repair facility/technician is required for the 2 Yamaha motors specialized maintenance, diagnosis and repairs. Taking the boat out of the water or "slip" putting on trailer to move to a Yamaha certified repair facility is not operationally efficient. | |
| Text4: Future requests that do not require a Yamaha authorized representative for repairs/maintenance will be competed as required by the FAR. | |
| Text6: Determination of fair and reasonable cost will be completed at the time of award. The Government will evaluate the reasonableness of pricing submission based on other quotes received in response to the solicitation. | |
