About this file

This document is a Statement of Work (SOW) for marina services required by the U.S. Fish and Wildlife Service (USFWS) to support the Horicon National Wildlife Refuge Complex in Wisconsin. The key requirements include:

Outboard motor maintenance, indoor winter storage, launch and recovery service, and dedicated slip rental for a 25-foot USFWS landing craft vessel. The marina must provide on-site certified technicians to maintain and winterize the two 115hp 4-stroke outboard motors, as well as access to an on-site boat launch capable of launching and landing the vessel. Fully enclosed heated indoor winter storage and in/out service with a certified lift are also required. The marina must provide a dedicated slip that can accommodate the 25-foot vessel with a minimum 4-foot draft, a drivable area adjacent to the slip that can handle large vehicles, and a solid landing area for motorized equipment.

This SOW is related to the federal contract opportunity "WI - HORICON NWR - MARINA AND MAINTENANCE SERVICES" with Solicitation Number 140FS224Q0210, issued by the Department of the Interior Fish and Wildlife Service. The contract term is from 2024 to 2028, with the possibility of extension if funding permits.

Objective Local marina services offering: outboard motor maintenance, indoor winter storage, in/out (launch and recovery) service with/without trailer and dedicated slip rental for U.S. Fish and Wildlife Service (USFWS) owned 25’ (23’ hull length plus outboard motors) PackCat landing craft. The vessel is utilized to access USFWS owned islands in Lake Michigan, off the tip of Door County, WI.

Deliverables All specified deliverables will be provided to the USFWS administrative point of contact.

• Invoices must be uploaded through the Invoice Processing Platform (IPP) only after said services have been rendered, based on a timeframe agreed upon by the marina and the USFWS administrative point of contact.

• If funding permits, extension of services may continue through 2028.

General Technical Requirements

• On-site certified Yamaha technicians able to fully winterize and perform spring maintenance (de-winterization, shake down testing, e.g.) on two (2) Yamaha 115hp 4-stroke outboard motors and preform an overall multi-point inspection on both motors when conducting the winter and spring maintenance. Technical point of contact, listed at the bottom of the Scope of Work, will be notified of any recommended repairs.

• Access to on site boat launch capable of launching and landing the vessel via trailer, if needed, during the time the vessel is in the water for the season.

• Fully enclosed heated indoor winter storage for protection against the elements is required.

Marina owner will assume all responsibility for the vessel while in storage.

• In/out (launch and recovery) service with certified lift to handle the 23’ vessel (boat specifications attached) via lift or trailer.

• Dedicated slip accommodation for 25’ vessel with a minimum 4 ft. draft and drivable area adjacent to slip that can accommodate a full size vehicle or large truck (GVW 20,000 lbs) for direct on/off loading of materials, supplies and equipment. Examples include:

o Lumber o Chemicals authorized for USFWS use o Fuel o Generators o Construction equipment o Tools o Sewage removal

• Solid and soft landing area to allow on/off loading of motorized equipment (ATV’s, mowers) via drop down bow of vessel.

• Dedicated slip must allow a four (4) corner tie off sequence as opposed to a single side tie off.

This allows the vessel to be left unattended for an extended period of time in a windy environment, where it will free float and not hit the dock repeatedly in order to avoid damage.

Special Notices

• Marina is located within a 6 mile area of Plum Island which is the most frequented island we own. Plum Island is located within the Lake Michigan strait dubbed “Death’s Door” due to the narrow passage and hidden shoals. Winds and storms are unpredictable on the Great Lakes and winds can increase to gale force and more with little warning. Due to this fact and for the safety of persons on board, being able to navigate to the “home” marina in less than 30 minutes is critical.
