About this file
This document is a justification for other than full and open competition for a sole source procurement. Lake Mead National Recreation Area is implementing an updated visitor and vehicle counter system in conjunction with Southern Utah University. As part of the pilot phase of this project, existing traffic counters were procured from All Traffic Solutions and utilize their patented StatTrak Data Collector and web-based application to provide system data to Southern Utah University's web application. Procuring equipment from a different vendor would require redesign of the university's system at substantial additional cost. Therefore, procuring additional StatTrak equipment from All Traffic Solutions as the sole source is in the best interest of the government to continue utilizing the current solution and integrating data. A sources sought notice was posted on SAM.gov and no other offers were received, confirming All Traffic Solutions as the only available source that can provide the required equipment and interface.

JUSTIFICATION & APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION
for SIMPLIFIED ACQUISITIONS OVER THE MICROPURCHASE THRESHOLD (See FAR
Part 2) UP TO SAT (See FAR 13.106-1)
Date: 3/28/2023 PR Number: 40606037
1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost):
Lake Mead NRA is in the middle of project implementation for an updated visitor/vehicle counter system.
The project is in conjunction with a partner project previously entered into with Southern Utah University. This phase of the project consists of procuring Radar Traffic Counters with solar power accessories. This procurement is projected to be in the amount of $
2. Sole Source Justification rationale (Check one and explain below):
_____X_ Only one responsible source.
______ Urgent and compelling circumstances exist. Include critical delivery or performance dates, and when you became aware of the requirement. Provide a specific statement of the impact on Government operations, financial or otherwise, if the required delivery or performance dates are not met.
______ Other _____________________________________________________
Explain: As part of the overall project between Southern Utah University (SUU) and Lake Mead NRA (LAKE) SUU has created a Web based application that collects all reported data from existing traffic counters employed at LAKE and the existing traffic counters were purchased under a PILOT Phase of the project with SUU. The existing traffic counter equipment, StatTrak Data Collector, was procured from All Traffic Solutions. All Traffic Solutions utilizes a Web Based Application, , which provides all the system data to SUUs Web Application. The Web Application from All Traffic Solutions is a patented solution, and All Traffic is the only vendor that provides the data in this format. If LAKE were to procure equipment from a different vendor, it would require the complete system redesign of the SUU Web Application and data tracking systems. This would incur substantial additional cost to the government for this program. It is int he best interest of the government to continue utilizing the current StatTrak equipment.
3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received, or anyone expressed interest:
In performing market research, it was determined that the StatTrak equipment specified is available from additional vendors however All Traffic Solutions is the only patented vendor providing the required equipment with the associated application that provides the required data in the required format. To support that All Traffic Solutions is the only source available to supply/service this product, the CO posted a sources sought notice on SAM.gov on May 19, 2023. The notice closed on May 26, 2023
