About this file
This document is a Justification & Approval for Other Than Full and Open Competition for simplified acquisitions. The National Park Service (NPS) at Petersburg National Battlefield requires emergency repair of multiple inoperable alarm systems across three locations: Pecan Avenue Site (including Appomattox Manor and associated buildings), Eastern Front Operations Building, and Siege Road Visitors Center. The systems are nonfunctional due to age, hardware damage, and storm impacts, leaving historic structures and artifacts vulnerable to fire and security risks.
The NPS is sole-sourcing the contract to 1775 Solutions, LLC, citing urgent and compelling circumstances. The company is uniquely qualified because they are licensed in Virginia, have experience with the park's alarm systems, can meet a 30-day implementation schedule, and are familiar with park security protocols. An SBA search revealed 997 potential vendors in the security systems services category, but 1775 Solutions was the only contractor that responded to the initial emergency request. The procurement is for a one-time repair to modernize and make the alarm systems compliant with state requirements.

/JUSTIFICATION & APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION
F7or SIMPLIFIED ACQUISITIONS OVER THE MICROPURCHASE THRESHOLD (See FAR
Part 2) UP TO SAT (See FAR 13.106-1)
Date: 9/02/2025 PR Number:
1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost):
National Park Service (NPS) - Petersburg National Battlefield (PETE) currently has several separate alarm systems that are inoperable, due to age, noncompliant hardware and damage from recent storms and power surges. Additionally, these alarm panels do not communicate with the alarm monitoring company at all as required by the State of Viriginia. The specific work is required in three (3) specific locations which include:
1. Pecan Avenue Site - which includes Appomattox Manor and five (5) associated buildings. Also includes Bonnacord and Naldera Buildings.
2. Eastern Front Operations Building
3. Siege Road Visitors Center.
These inoperable systems, leave historic structures and other offices and buildings unprotected from fire and security breaches if not repaired quickly. Additionally, many of these buildings contain historic artifacts.
PETE requires a contractor to make emergency one-time repairs to the alarm systems and equipment to address known faults and deficiencies and modernize the systems for compliant and reliable operation in these specific locations.
The estimated cost of all the repairs is
2. Sole Source Justification rationale (Check one and explain below):
☐ Only one responsible source.
X Urgent and compelling circumstances exist. Include critical delivery or performance dates, and when you became aware of the requirement. Provide a specific statement of the impact on Government operations, financial or otherwise, if the required delivery or performance dates are not met.
☐ Other:
Explain:
In accordance with Federal Acquisition Regulation 13.106-1(b)(1) For purchases not exceeding the simplified acquisition threshold (i) Contracting Officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency….).
The FAR requires the Contracting Officer to consider at least three (3) sources to the maximum extent possible (FAR 13.104 (b)), and based on the urgent nature of the requirement soliciting quotes from at least three (3) vendors is not considered the be the most advantageous to the Government, considering administrative costs (FAR 13.104) and the delays in getting this awarded in a timely manner due to the urgent need.
PETE’s unique operational requirements, including real-time alarm monitoring and notification across multiple dispersed facilities, require a vendor with specialized alarm communication software, 24/7 monitoring capability, remote programming, and the ability to provide repairs. The contractor must ensure secure, reliable, and rapid communications with multiple alarm systems and provide text-based incident notifications to assigned Rangers.
1775 Solutions, LLC has been found to be uniquely qualified to fulfill these requirements because they are licensed to provide these services within Virginia and have demonstrated experience in integrated alarm monitoring and notification services compatible with the existing government-furnished alarm components, based on other minor emergency work performed at PETE.
They also have been found to have the capability to meet the rapid implementation schedule (within 30 days) and adhere to park security protocols which makes them the only viable source for this emergency repair. Other contractors must go through a security check, which will delay the performance of any work, which places these structures at further risk.
As authorized by FAR 1.102 (d) and FAR 1.102-5 (e), awarding to 1775 Solutions, LLC is a business decision, poses the least amount of risk, and is in the best interest of the Government.
3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received, or anyone expressed interest:
The CO conducted an SBA search for file purposes as the work needed to be completed is considered urgent. The SBA search that revealed 997 vendors under the NAICS Code 561621 – Security Systems Services (except Locksmiths), in the State of Virginia alone. The NAICS Code 561621 is determined to be the correct NAICS code by the Contracting Officer as it covers alarm monitoring, repairs and installation. While there are multiple vendors available, the issues were discovered by 1775 Solutions, LLC during a emergency service call, as they were the only contractor that responded to initial emergency request. From a business perspective due to the urgency of the requirement, and the fact that 1775 Solutions, LLC was the only contractor that provided a response, it does not make sense to solicit additional competition (FAR 1.102 (d) and FAR 1.102-5 (e)).
Further there is significantly less risk, because 177 Solutions, LLC can respond quickly as they have been vetted by the Park Law Enforcement and have familiarity with the required Park escort and access protocol, which allows the work to be completed in a timely matter, which reduces the risk to the Government (FAR 1.102-2 (c)(2)). The risk being, if it is not fixed timely, there is a risk of historic buildings and artifacts being lost due to fire or theft. Per FAR 1.102-2 (b) and EO 13834 on efficient federal operation, the Government is required to minimize administration operating costs and due thing more efficient. While competition is preferred, doing so only increases the risks and operating costs and known damage increases the risk for further costs if not fixed immediately.
This is for a one time repair only.
4. If this is a determination for sole source, the contracting officer certifies:
a. Only one source is available, or urgent and compelling circumstances exist.
b. The anticipated price will be determined fair and reasonable using the price analysis techniques described in FAR Part 13.106-3(a).
