About this file

This is a Justification & Approval document for other than full and open competition for a simplified acquisition over the micropurchase threshold, submitted on May 7, 2026.

The procurement is for an ALS Ambulance with crew and EMT medical providers qualified to work within Mount Rushmore National Memorial during the 2026 Fireworks event. The justification for sole source procurement is based on urgent and compelling circumstances. The event is scheduled for approximately 12 hours of on-site work in Keystone, South Dakota, and is expected to attract large crowds that will fill available hotel rooms in the area. Due to the remote location of the Memorial with limited nearby towns, the government requires personnel and equipment that either do not require lodging or can travel within the same day. Market research determined that private ambulance services are not available in the vicinity, and other agencies could not provide staff due to other planned events. The rates proposed are comparable to NWCG Cooperator rates. Operations Section Chief Mark Hnat certified the justification on May 7, 2026, confirming that urgent and compelling circumstances exist and that the anticipated price will be determined fair and reasonable using price analysis techniques per FAR Part 13.106-3(a). The Contracting Officer, Casey S. Winters, approved the justification on June 3, 2026.

for SIMPLIFIED ACQUISITIONS OVER THE MICROPURCHASE THRESHOLD (See FAR

Part 2) UP TO SAT (See FAR 13.106-1)

Date: ________________________ PR Number: _________________________

1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost):

_______ALS Ambulance with crew and EMT medical providers able to work within Mount Rushmore National Memorial during the 2026 Fireworks event.

2. Sole Source Justification rationale (Check one and explain below):

______ Only one responsible source.

____X__ Urgent and compelling circumstances exist. Include critical delivery or performance dates, and when you became aware of the requirement. Provide a specific statement of the impact on Government operations, financial or otherwise, if the required delivery or performance dates are not met.

______ Other _____________________________________________________

Explain: The fireworks display is occurring at Mount Rushmore National Memorial in Keystone, SD.

The event schedule will require approximately 12 hours of work on site. The event is expected to attract crowds of people and as a result fill all hotel rooms in the area. The Memorial is also remote with nearby towns further away. Being able to find personnel or equipment who don’t require lodging or can travel within the same day is necessary.

3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest:

Private Ambulance services are not available in this vicinity. Other agencies were not able to provide staff due to other planned events. These rates are comparable to NWCG Cooperator rates.
