About this file

This document is a Justification & Approval for Other Than Full and Open Competition for a simplified acquisition over the micropurchase threshold up to the Simplified Acquisition Threshold (SAT).

The National Park Service is procuring acoustic noise modeling and analysis services from Blue Ridge Research and Consulting LLC (BRRC) to support America's 250th Anniversary Fireworks show on the National Mall in Washington, DC, scheduled for July 4, 2026. The requirement involves a high-level screening analysis to assess potential impacts to people and historically significant structures from high-intensity impulsive noise generated by the large-scale fireworks display. The analytical work product must be completed within one week of contract award and reviewed and validated by NPS no later than May 29, 2026, to allow adequate time for decision-maker review, mitigation planning, and operational coordination. The justification for sole source procurement is based on BRRC being the only responsible source capable of meeting government requirements without substantial delay. BRRC is the developer and sole author of proprietary noise modeling software not commercially available elsewhere, and possesses over 20 years of continuous federal noise study experience including contributions to over 100 NEPA Environmental Impact Statements and Environmental Assessments, plus numerous AICUZ and RAICUZ/RCUZ studies for the Department of Defense. The contractor has demonstrated favorable past performance on nine documented federal contracts with the Department of Navy, U.S. Army Corps of Engineers, and Department of Transportation. The contracting officer certifies that only one source is available, and price reasonableness will be evaluated using market research and historical pricing analysis. The justification was approved on May 6, 2026, by Tammy Stidham, Associate Regional Director, Lands and Planning, and Brian Dankmeyer, Contracting Officer.

JUSTIFICATION & APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION

for SIMPLIFIED ACQUISITIONS OVER THE MICROPURCHASE THRESHOLD UP TO SAT

Date: 5/6/2026 PR Number: 0044046739

1. Nature and/or description of the item/service being procured and its intended use:

In support of America's 250th Anniversary Fireworks show on the National Mall in Washington, DC, this service is intended to assess potential impacts to people and historically significant structures from the high-intensity impulsive noise generated by large-scale fireworks displays. This effort will consist of a high-level, screening analysis to estimate noise exposure conditions at representative locations and evaluate the potential for adverse effects. The results of this effort are intended to aid the NPS in developing a National Environmental Policy Act (NEPA) document and evaluating impacts.

2. Sole Source Justification rationale:

Only one responsible source.

Urgent and compelling circumstances exist.

Explain: This requirement is directly tied to a White House priority project with a fixed operational date of July 4, 2026. The event cannot be rescheduled, and the analytical work product must be completed within one week of contract award and reviewed and validated by the NPS no later than May 29, 2026, to allow adequate time for decision-maker review, any necessary mitigation planning, and operational coordination prior to execution.

This acquisition is justified on the basis that Blue Ridge Research and Consulting LLC (BRRC) is the only responsible source capable of meeting the Government's requirements without substantial delay to the mission. The unique and specialized nature of BRRC's technical capabilities, combined with the time-sensitive nature of this award, makes competition impracticable.

BRRC is the developer and sole author of a proprietary noise modeling software package used for the simulation and analysis of complex outdoor acoustic environments. Their software is not commercially available from any other source, and no equivalent software package exists that replicates its functionality for the specific noise conditions this project requires. The Government's technical requirements depend directly on access to BRRC’s algorithms, source libraries, and modeling architecture. No other firm could deploy this tool, or a functionally equivalent substitute, within the timeframe of this requirement. Beyond software authorship, BRRC brings more than 20 years of continuous federal noise study experience, including contributions to over 100 NEPA Environmental Impact Statements and Environmental Assessments, as well as numerous AICUZ and RAICUZ/RCUZ studies for the Department of Defense.

Their team has conducted noise source characterization across a broad range of impulsive and continuous sources, including rockets, fixed-wing aircraft, rotary-wing aircraft, unmanned aerial systems, eVTOL platforms, weapons systems, and sirens. This body of experience is not replicated by any other single firm in a manner that would allow rapid mobilization under this contract's timeline. BRRC has demonstrated favorable past performance on federal contracts directly relevant to this scope. A review of SAM.gov
