About this file
This document is a Justification and Approval for Other Than Full and Open Competition (JOFOC) for a contract to provide preventative maintenance and custodial services for Alcatraz Island at the Golden Gate National Recreation Area in San Francisco, California.
The National Park Service (NPS) is awarding a sole-source contract to the incumbent vendor, Alcatraz Island Services, LLC, for a one-month base period from May 11, 2024 to June 10, 2024, with an option to extend for up to an additional one month. This action is due to the unusual and compelling urgency to continue these critical services without a lapse, as the current contract is set to expire. The estimated monthly cost for these services is $126,603. The NPS conducted market research but was unable to identify any other qualified sources able to immediately provide these services to avoid disruption. The NPS plans to competitively award a follow-on contract through RFQ 140P8623Q0106.

JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION
Over SAT (FAR 6.303-2)
PR Number 0040660588
1. Identification of the Agency and the Contracting Activity: Department of Interior, National Park Service. Contracting Activity: Golden Gate National Recreation Area, Building 201, Fort Mason, California, 94123
2. Nature and/or Description of the Action Being Approved:
On November 9, 2023, the National Park Service (NPS) awarded, under a previous Justification for Other Than Full and Open Competition (JOFOC), a three-month base, three-month option period contract for preventative maintenance and custodial Services for Alcatraz Island at Golden Gate National Recreation Area, San Francisco County, California, to Alcatraz Island Services, LLC (AIS). The second option period of the current contract, 140P8624P0001, will expire Friday, May 10, 2024.
Prior to that action, on May 10, 2023, NPS had in place with AIS a six-month contract, 140P8623P0025, covering the same preventative maintenance and custodial services at Alcatraz Island. That contract expired on November 10, 2023, necessitating the November 9, 2024, sole source award to the incumbent, AIS, of the current contract which, by this action (JOFOC), will be extended. As detailed in the prior JOFOC, addressing an agency-level protest filed on November 6, 2023, with respect to a concurrent effort to competitively obtain those services, further supported award of the current interim contract.
As with the previous JOFOC, the contract that is the subject of this action will be awarded under the authority of FAR 6.302-2, Unusual and compelling urgency, and will result in a firm fixed price Purchase Order to Alcatraz Island Services, LLC for continuation of preventative maintenance and custodial services under the current contract pending completion of the current competitive acquisition of those services. The period of performance for this order will be for a one (1)-month base, from May 11, 2024, through June 10, 2024, with an option to extend for up to an additional one (1) months under FAR 52.217-8, if necessary.
3. Description of the Supplies or Services Required to Meet the Agency’s Needs, Including the Estimated Value:
a. Golden Gate National Recreation Area (GOGA/GGNRA), with an annual visitation of over 17 million, is in the San Francisco Bay area and is one of the largest urban parks managed by the National Park Service. A short list of the park’s cultural resources includes 5 significant National Register Districts and nearly 700 historic structures. The scientific and educational value of the park’s natural resources is so significant that the entire park has been designated as part of the California Coast International Biosphere Reserve.
continuation of services under this contract for one month after its expiration, with an additional one-month performance period if needed, with the incumbent contractor is the most cost-effective, lowest-risk alternative for the park staff and visitors.
Keeping Alcatraz open is a high priority as it is one of our most visited parks. Custodial services, which include but are not limited to clean restrooms, trash removal and clean staff breakrooms, provide for a sanitary environment for our visitors and park staff. An unsanitary environment in contravention of NPS and other local and federal guidance and standards would occur if this extension to the expiring contract is not awarded.
6. Description of Efforts Made to Ensure That Offers Are Solicited From as Many Potential Sources as is Practicable, Including Whether a Notice Was or Will Be Publicized as Required by FAR Subpart 5.2 and, If Not, Which Exception Under FAR 5.202 Applies:
In accordance with FAR 5.202(a)(2), the contracting officer does not need to publicize under
5.201 if the proposed contract action is made under the conditions described in 6.302-2 and the Government would be seriously injured if the agency complies with the time periods specified in 5.203. For the reasons noted, the contracting officer finds that the Government would be seriously injured if this Justification first had to be publicized with a waiting period for responses before taking this action of extending the expiring contract.
7. Determination By the contracting officer That the Anticipated Cost to the Government Will Be Fair and Reasonable:
The contracting officer has determined that this acquisition represents the best value to the Government and will provide the lowest overall cost alternative to meet the Government’s need.
The now expiring contract had a cost of $126,603 per month which is what we expect the base and option month costs to be.
8. Description of the Market Research Conducted (see FAR Part 10) and the Results or a Statement of the Reason Market Research Was Not Conducted:
In accordance with FAR 10.002, market research was not conducted for this requirement because of its unusual and compelling urgency and NPS has a very short turnaround to get a contract in place to prevent a lapse of services. The incumbent, Alcatraz Island Services, is available to conduct the services needed to continue operations for the island.
9. Any Other Facts Supporting the Use of Other Than Full and Open Competition (see FAR 6.302-2
(9) (i) – (iii) for some examples): N/A
10. A Listing of the Sources, If Any, That Expressed in Writing, an Interest in the Acquisition:
No other sources were identified for this extension, as this is being awarded under unusual and compelling urgency.
11. A Statement of the Actions, If Any, the Agency May Take to Remove or Overcome Any
Barriers to Competition Before Any Subsequent Acquisition for the Supplies or Services Required:
As noted, this requirement has been advertised and is being duly competed under RFQ 140P8623Q0106.
