Justification for Other than Full and Open Competition Bureau of Land Management
FAR 13.106-1(b)(1) Simplified Acquisitions
(Purchase Request/Solicitation Number)
1. Identification of the agency and the contracting office. (Requestor) Bureau of Land Management, Arcata Field Office
2. Description of supply or service required to meet the agency’s needs. (Requestor) The Bureau of Land Management’s Arcata Field Office (AFO) has the legal responsibility to prepare archaeological collections and curate them in curation facilities that meet federal standards. The regulations in 36 CFR 79 establish definitions, standards, procedures, and guidelines to be followed by Federal agencies to preserve collections of prehistoric and historic material remains, and associated records, recovered under the authority of the Antiquities Act (16 U.S.C. 431- 433), the Reservoir Salvage Act (16 U.S.C. 469-469c), section 110 of the National Historic Preservation Act (16 U.S.C. 470h-2) or the Archaeological Resources Protection Act (16 U.S.C. 470aa-mm).
3. The rationale or circumstances for limiting competition. (Requestor and Procurement) The only source that met the curation standards, and had space to curate this collection, is Sonoma State University. Specifically, the collection will be received by the Anthropological Studies Center.
4. A description of the Market Research (MR) conducted and the results or a statement of the reason MR was not conducted. (Requestor and Procurement) The BLM Arcata Field Office Archaeologist contacted several regional museum repositories about possible curation of the Humboldt Harbor Lighthouse archaeological collection. Either the repositories did not meet federal standards (i.e. Clarke Museum in Eureka, CA, CalPoly Humboldt in Arcata, CA), or the repository was not accepting collections (Redwood National Park curation facility in Orrick, CA). Sacramento State University contacted the BLM that they were holding 8 boxes of the collection, but did not have the space to properly curate these boxes, or the remainder of the collection, and asked BLM to retrieve the boxes.
The BLM AFO Archaeologist then contacted the Anthropological Studies Center at Sonoma State University. It has been determined that this is the only curation facility that is within reasonable distance of the Arcata Field Office and the archaeological site where the collections were made (and thus accessible to Tribes and Humboldt County students who may wish to access the collections), that meets federal standards, and is accepting new collections.
