PWS 1.0 Background on the Government’s Requirement

The Bureau of Land Management’s Arcata Field Office (AFO) has the legal responsibility to prepare archaeological collections and curate them in curation facilities that meet federal standards. The regulations in 36 CFR 79 establish definitions, standards, procedures, and guidelines to be followed by Federal agencies to preserve collections of prehistoric and historic material remains, and associated records, recovered under the authority of the Antiquities Act (16 U.S.C. 431- 433), the Reservoir Salvage Act (16 U.S.C.

469-469c), section 110 of the National Historic Preservation Act (16 U.S.C. 470h-2) or the Archaeological Resources Protection Act (16 U.S.C. 470aa-mm). Archaeological materials from federal land are public assets held in trust in perpetuity for current and future generations of all Americans.

The AFO has recently prepared a collection that is derived from excavation work at the Humboldt Harbor Lighthouse. The collection contains cultural materials that are associated with the Wiyot people, as well as materials that represent one of the first maritime navigational aids along the California coastline—the Humboldt Harbor Lighthouse.

PWS 2.0 General Scope of Work

Providing curatorial services means managing and preserving a collection according to professional museum and archival practices. In addition to inventorying, accessioning, labeling, and cataloging a collection, the BLM also has the responsibility of storing and maintaining a collection using appropriate methods and containers, and under appropriate environmental conditions and physically secure controls.

The Contractor shall accomplish the final preparation of the collection, as well as the management and curation of the Humboldt Harbor Lighthouse archaeological collection. This meets BLM policy wherein it states that curation of a collection should be in a regionally appropriate facility for perpetuity (BLM Manual 8140.11B7).

Place of Performance:

The effort will be accomplished at the contractor’s facility.

Period of Performance:

The period of performance shall be for two (2) Base Years of 24 months and two (2) 12-month option years. The Period of Performance reads as follows:

Base Years I and II 6/1/2023 to 6/1/2025 Option Year I 6/1/2025 to 6/1/2026 Option Year II 6/1/2026 to 6/1/2027

PWS Page 3

PWS 3.0 Overall Objective(s) The objective of this work is the placement and curation of the Humboldt Harbor Lighthouse archaeological collection in a regionally appropriate facility for perpetuity.

Federal standards can be found online at the following website:

https://www.nps.gov/archeology/tools/36cfr79.htm#791

PWS 4.0 Specific Tasks

Task 1: BLM will initially prepare the collection by checking that all artifacts in the curation box match the field catalog, and that each artifact is appropriately identified by a paper tag placed within the archival quality plastic bag. These bags may not meet curation standards (i.e. they may be 2 mil in thickness and not 4 mil in thickness). BLM will be certain that copies of the research design and catalog are printed on archival quality paper, and that a copy of the digital catalog is prepared for the curation facility.

BLM will ensure that there are no NAGPRA materials included in the collection.

Task 2: The Contractor will examine the entire collection and be certain that the materials meet the standards and requirements for curation. The Contractor shall be equipped and ready to prepare the materials for curation by providing new archival quality bags and tags, where needed.

Task 3: The Contractor will store and archive archaeological material according to federal standards as specified in 36 CFR 79 in compliance with the facility’s procedures.

Task 4: The Contractor will manage the collection for preservation and research in perpetuity according to the MOU with the BLM.

PWS Page 4

PWS 5.0 Delivery / Performance Schedule The Contractor shall provide the BLM with formal written documentation of the acceptance and maintenance of the collection in perpetuity by the period of performance as specified in 36 CFR 79.5B3.

Work Tasks to be Performed

Acceptable Quality Level Method of Surveillance Consequences, Remedies, and/or Deduction(s)

Review compliance with 36 CFR 79 annually

The repository will demonstrate compliance with the minimum standards set forth in 36 CFR 79.

The BLM CASO designated representative will inspect the facility annually. A report is prepared that provides results of the inspection and inventory, including the status of the collection and any recommendations for treatment.

(i) Identifying specific actions that shall be taken by the repository, the Federal agency or other appropriate party to eliminate the inadequacies;

(ii) Specifying a reasonable period of time and a schedule within which the actions shall be completed; and

(iii) Specifying any necessary funds or services that shall be provided by the repository, the Federal agency or other appropriate party to complete the actions; or
